【摘要】：本文在深入研究國(guó)內(nèi)外績(jī)效評(píng)估政策措施和技術(shù)路線的基礎(chǔ)上,通過(guò)多次專家座談、技術(shù)咨詢和試點(diǎn)項(xiàng)目調(diào)研,提煉出能夠全面反映中醫(yī)類科研項(xiàng)目實(shí)施績(jī)效的若干關(guān)鍵指標(biāo),包括:"相關(guān)性"、"實(shí)施與管理"、"目標(biāo)實(shí)現(xiàn)"、"繼承與創(chuàng)新"和"效果與影響"5個(gè)評(píng)估準(zhǔn)則及其15個(gè)一級(jí)指標(biāo)和38個(gè)二級(jí)指標(biāo),并對(duì)其含義逐一做出說(shuō)明。為區(qū)分各類科研活動(dòng)的績(jī)效評(píng)估標(biāo)準(zhǔn)、增強(qiáng)指標(biāo)體系在實(shí)際操作中的適用性,根據(jù)《中醫(yī)藥創(chuàng)新發(fā)展規(guī)劃綱要(2006—2020年)》的任務(wù)部署,對(duì)中醫(yī)類科研項(xiàng)目進(jìn)行分類,并對(duì)各類型項(xiàng)目分別給出了建議選取的評(píng)估指標(biāo)系列和使用方法。本文的研究成果可為實(shí)施中醫(yī)類科研項(xiàng)目全過(guò)程績(jī)效管理提供技術(shù)支撐。
[Abstract]:On the basis of in-depth study of domestic and foreign performance evaluation policy measures and technical routes, this paper through a number of expert discussions, technical advice and pilot project research. Some key indicators which can reflect the implementation performance of TCM scientific research projects are extracted, including: "relevance", "implementation and management", "goal realization". "inheritance and innovation" and "effect and impact" 5 evaluation criteria and their 15 first-level indicators and 38 second-level indicators, and their meanings are explained one by one. To enhance the applicability of the index system in practice, according to the "outline of innovative Development Plan of traditional Chinese Medicine 2006-2020)" the task deployment, classification of scientific research projects of TCM. The evaluation index series and application methods of each type of project are given respectively. The research results of this paper can provide technical support for the implementation of the performance management of the whole process of TCM scientific research projects.
