【摘要】:能源是經(jīng)濟(jì)發(fā)展的原動(dòng)力,是現(xiàn)代文明的物質(zhì)基礎(chǔ)。安全、可靠的能源供應(yīng)和高效、清潔的能源利用是實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)持續(xù)發(fā)展的基本保證。如何保持能源、經(jīng)濟(jì)和環(huán)境的可持續(xù)發(fā)展是我們面臨的一個(gè)重大戰(zhàn)略問題。雖然我國能源總量豐富,但人均能源資源貧乏,能源利用技術(shù)相對落后,同時(shí)隨著經(jīng)濟(jì)的增長我國能源需求持續(xù)增加,能源消費(fèi)量已超越美國,成為世界第一大能源消費(fèi)國。這些問題將使我國能源問題面臨長期的挑戰(zhàn)。因此提高能源效率成為解決我國能源問題的有效途徑。 電力作為一種優(yōu)質(zhì)、高效、清潔能源,在國民經(jīng)濟(jì)發(fā)展中發(fā)揮著重要作用。我國電力消費(fèi)以火電為主,盡管風(fēng)電、水電等清潔能源發(fā)電比例持續(xù)提高,但火力發(fā)電依然在電力消費(fèi)能源結(jié)構(gòu)中占有絕對的地位。因此火力發(fā)電不僅是我國煤炭消費(fèi)的主體,同時(shí)也是二氧化碳等污染物產(chǎn)生的主要來源。電力行業(yè)在節(jié)能減排中責(zé)任重大,電力效率的提高是節(jié)能減排的重要途徑。 本文主要研究我國區(qū)域全要素能源效率、電力效率及其驅(qū)動(dòng)因素,探討全要素能源效率、電力效率與區(qū)域經(jīng)濟(jì)增長之間的相關(guān)關(guān)系,從而為節(jié)能減排政策的制定提供參考。應(yīng)用數(shù)據(jù)包絡(luò)分析理論建立了區(qū)域全要素能源效率評價(jià)模型;基于Malmquist生產(chǎn)率指數(shù)建立了全要素能源效率分解模型,以探討全要素能源效率變化的驅(qū)動(dòng)因素;建立動(dòng)態(tài)面板數(shù)據(jù)模型,探討全要素能源效率與經(jīng)濟(jì)增長之間的相關(guān)關(guān)系。以1995—2008年中國30個(gè)省、市、自治區(qū)的數(shù)據(jù)為樣本,測算了區(qū)域全要素能源效率和全要素電力效率,結(jié)果表明經(jīng)濟(jì)發(fā)展快的區(qū)域全要素電力效率比較高,基于一般矩估計(jì)的動(dòng)態(tài)面板數(shù)據(jù)模型的估計(jì)結(jié)果進(jìn)一步證實(shí)了中國區(qū)域全要素電力效率與人均國內(nèi)生產(chǎn)總值呈正相關(guān)關(guān)系,但與產(chǎn)業(yè)結(jié)構(gòu)呈負(fù)相關(guān)關(guān)系;區(qū)域全要素能源效率與經(jīng)濟(jì)發(fā)展水平成正相關(guān)關(guān)系,而產(chǎn)業(yè)結(jié)構(gòu)對不同區(qū)域全要素能源效率有不同的影響。全要素能源效率和全要素能源和電力效率分解模型的結(jié)果表明,除湖南外,其他區(qū)域的技術(shù)水平在提高。研究結(jié)果具有較高的政策建議價(jià)值,即技術(shù)進(jìn)步和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是提高中國區(qū)域全要素能源效率的重要措施。
[Abstract]:Energy is the driving force of economic development and the material foundation of modern civilization. Safe and reliable energy supply and efficient and clean energy utilization are the basic guarantee to realize the sustainable development of social economy. The sustainable development of economy and environment is an important strategic problem we face. Although China is rich in energy resources per capita energy resources are poor and energy utilization technology is relatively backward. At the same time, with the economic growth, China's energy demand continues to increase, energy consumption has surpassed the United States. As the world's largest energy consumer, these problems will make our energy problems face long-term challenges. Therefore, improving energy efficiency is an effective way to solve China's energy problems. As a kind of high quality, high efficiency and clean energy, electric power plays an important role in the development of national economy. Thermal power is the main power consumption in China, although the proportion of clean energy such as wind power, hydropower and other clean energy power generation continues to increase. But thermal power still occupies an absolute position in the structure of power consumption energy, so thermal power generation is not only the main body of coal consumption in China. At the same time, it is also the main source of carbon dioxide and other pollutants. The power industry is responsible for energy saving and emission reduction, and the improvement of power efficiency is an important way to save energy and reduce emissions. This paper mainly studies the regional total factor energy efficiency, power efficiency and its driving factors, and discusses the correlation between total factor energy efficiency, power efficiency and regional economic growth. Therefore, it provides a reference for the formulation of energy saving and emission reduction policies. The evaluation model of regional all-factor energy efficiency is established by using the theory of data envelope analysis. Based on Malmquist productivity index, a decomposition model of total factor energy efficiency is established to explore the driving factors of total factor energy efficiency change. A dynamic panel data model was established to explore the correlation between total factor energy efficiency and economic growth. Data from 30 provinces, municipalities and autonomous regions in China from 1995 to 2008 were taken as samples. The regional total factor energy efficiency and the total factor power efficiency are calculated. The results show that the regional total factor power efficiency with rapid economic development is relatively high. The estimation results of the dynamic panel data model based on the general moment estimation further confirm the positive correlation between the total factor power efficiency and the GDP per capita, but the negative correlation with the industrial structure. Regional all-factor energy efficiency has a positive correlation with the level of economic development. The industrial structure has different effects on the total factor energy efficiency in different regions. The results of the total factor energy efficiency and the total factor energy and power efficiency decomposition model show that, except Hunan. The technical level of other regions is improving. The research results have high policy value, that is, technological progress and industrial structure adjustment are important measures to improve the energy efficiency of all elements in China.
