中石油在哈薩克斯坦國PK項目風(fēng)險研究

【摘要】:中國國內(nèi)油氣資源的供求矛盾日益劇增,為滿足自身發(fā)展需要,開拓海外市場和投入海外油氣開發(fā)事業(yè)成為中國填補需求缺口、跨越發(fā)展瓶頸的必要選擇。投資中亞地區(qū)油氣項目是中石油“走出去”戰(zhàn)略的具體實踐,而投資海外油氣開發(fā)項目與國際關(guān)系、項目所在國政治局勢、經(jīng)濟政策、法律法規(guī)和人文環(huán)境緊密相關(guān),不確定因素較多。參與海外油氣項目開發(fā)、投資海外油氣項目的過程,實際上是控制風(fēng)險和化解風(fēng)險的過程。 本文作者深入哈薩克斯坦國和烏茲別克斯坦國進行實地考察,并對中石油在哈主管風(fēng)險與控制的相關(guān)工作人員詳細訪談獲得了一線的資料與建議,將決策樹的基本原理創(chuàng)新應(yīng)用于對中石油在哈薩克斯坦國PK項目的風(fēng)險識別中,并針對該項目展開了風(fēng)險研究,識別并揭示了項目投資運營的政治風(fēng)險、投資風(fēng)險、運營風(fēng)險與社會文化風(fēng)險,總結(jié)了項目在探索和發(fā)展中所應(yīng)用的風(fēng)險控制策略,提出風(fēng)險應(yīng)對意見和建議,本文所揭示的諸如采用合資經(jīng)營的形式建設(shè)利益共同體,同時加快當(dāng)?shù)鼗霉みM程滿足“哈薩克含量”政策要求和融合當(dāng)?shù)匚幕膽?zhàn)略思想對PK項目助益深遠,以期對投資該國和本地區(qū)的油氣開發(fā)項目的運作和管理有所啟示。
[Abstract]:The contradiction between supply and demand of China's domestic oil and gas resources is increasing day by day. In order to meet the needs of its own development, opening up overseas markets and investing in overseas oil and gas development has become a gap in China's demand. Investment in oil and gas projects in Central Asia is the concrete practice of PetroChina's "going out" strategy, while investing in overseas oil and gas development projects and international relations, and the political situation of the countries in which the projects are located. Economic policies, laws and regulations are closely related to the human environment, and there are many uncertain factors. The process of participating in the development of overseas oil and gas projects and investing in overseas oil and gas projects is actually a process of controlling risks and resolving risks. The author goes deep into Kazakhstan and Uzbekistan to conduct field study, and interviews the relevant staff in charge of risk and control of PetroChina in Kazakhstan in detail to obtain front-line information and suggestions. The basic principle innovation of decision tree is applied to the risk identification of PetroChina's competitive project in Kazakhstan, and the risk research is carried out to identify and reveal the political risk of the project investment and operation. Investment risk, operational risk and social and cultural risk, summed up the project in the exploration and development of the application of risk control strategies, put forward the risk countermeasures and suggestions. This article reveals such as the form of joint venture to build a community of interests. At the same time, accelerating the process of localizing labour to meet the policy requirements of "Kazakh content" and the strategic idea of integrating local cultures will contribute significantly to competition projects. It is expected to enlighten the operation and management of oil and gas development projects in China and the region.
