【摘要】：油氣勘探項目的投資風險和金額都很高，是一項高風險、高收益的經濟活動，如果項目能夠順利進行并取得成功，將可以帶來十分豐厚的投資回報；但是如果失敗，也會給公司帶來極大的損失。隨著我國石油企業(yè)不斷對國際經濟活動深入?yún)⑴c，國內油氣開發(fā)企業(yè)為了提高國際競爭力，需要加強對項目的經濟效益的管理，以提高油氣勘探項目的經濟利潤，進而增強企業(yè)核心競爭力。因此，對于油氣開發(fā)項目，特別是海外油氣開發(fā)項目來說，需要加強石油開發(fā)項目的綜合評價分析，這就需要對其方案進行科學的評價，以使企業(yè)的項目決策更加合理、科學，進而提高企業(yè)的項目盈利能力。 首先簡要論述了油氣開發(fā)項目的相關概念，對境外IV號油氣開發(fā)項目的初步方案進行了研究和分析，并根據(jù)對初步方案的研究和分析結果，結合經濟評價理論和風險評價理論，對境外IV號油氣開發(fā)項目進行了經濟性評價和風險性分析。其次，根據(jù)綜合評價理論，，結合初步方案、經濟性評價和風險性分析結果，建立境外IV號油氣開發(fā)項目綜合評價指標體系。最后，根據(jù)境外IV號油氣開發(fā)項目指標的實際特點，選擇了改進的層次分析法和模糊綜合評價方法，境外IV號油氣開發(fā)項目進行了論證。通過評價結果，對該項目的經濟性和合理性進行分析，認為該項目具有經濟可行性，并且通過論證過程，證明了綜合評價指標體系的科學性和適用性。
[Abstract]:The investment risk and amount of oil and gas exploration project are very high, which is a high risk and high income economic activity. If the project can be carried out smoothly and successfully, it will bring very rich investment return. However, if we fail, it will also bring great losses to the company. With our petroleum enterprises continue to participate in international economic activities, domestic oil and gas development enterprises in order to improve the international competitiveness. It is necessary to strengthen the management of economic benefits of oil and gas exploration projects in order to increase the economic profits of oil and gas exploration projects, and then enhance the core competitiveness of enterprises. Therefore, for oil and gas development projects, especially overseas oil and gas development projects. It is necessary to strengthen the comprehensive evaluation and analysis of petroleum development projects, which requires a scientific evaluation of its schemes so as to make the project decisions more reasonable and scientific, and then to improve the profitability of the projects of the enterprises. Firstly, this paper briefly discusses the related concepts of oil and gas development projects, studies and analyzes the preliminary scheme of offshore oil and gas development project IV, and according to the results of the preliminary research and analysis of the preliminary schemes. Combined with economic evaluation theory and risk assessment theory, the economic evaluation and risk analysis of offshore No. IV oil and gas development project are carried out. Secondly, according to the comprehensive evaluation theory, combined with the preliminary plan. Economic evaluation and risk analysis results, the establishment of offshore IV oil and gas development project comprehensive evaluation index system. Finally, according to the actual characteristics of offshore oil and gas development project IV. The improved Analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method are selected, and the offshore No. IV oil and gas development project is demonstrated. Through the evaluation results, the economy and rationality of the project are analyzed. It is considered that the project is economically feasible, and the scientific nature and applicability of the comprehensive evaluation index system are proved through the demonstration process.
