【摘要】：油氣勘探項(xiàng)目的投資風(fēng)險(xiǎn)和金額都很高，是一項(xiàng)高風(fēng)險(xiǎn)、高收益的經(jīng)濟(jì)活動(dòng)，如果項(xiàng)目能夠順利進(jìn)行并取得成功，將可以帶來十分豐厚的投資回報(bào)；但是如果失敗，也會(huì)給公司帶來極大的損失。隨著我國(guó)石油企業(yè)不斷對(duì)國(guó)際經(jīng)濟(jì)活動(dòng)深入?yún)⑴c，國(guó)內(nèi)油氣開發(fā)企業(yè)為了提高國(guó)際競(jìng)爭(zhēng)力，需要加強(qiáng)對(duì)項(xiàng)目的經(jīng)濟(jì)效益的管理，以提高油氣勘探項(xiàng)目的經(jīng)濟(jì)利潤(rùn)，進(jìn)而增強(qiáng)企業(yè)核心競(jìng)爭(zhēng)力。因此，對(duì)于油氣開發(fā)項(xiàng)目，特別是海外油氣開發(fā)項(xiàng)目來說，需要加強(qiáng)石油開發(fā)項(xiàng)目的綜合評(píng)價(jià)分析，這就需要對(duì)其方案進(jìn)行科學(xué)的評(píng)價(jià)，以使企業(yè)的項(xiàng)目決策更加合理、科學(xué)，進(jìn)而提高企業(yè)的項(xiàng)目盈利能力。 首先簡(jiǎn)要論述了油氣開發(fā)項(xiàng)目的相關(guān)概念，對(duì)境外IV號(hào)油氣開發(fā)項(xiàng)目的初步方案進(jìn)行了研究和分析，并根據(jù)對(duì)初步方案的研究和分析結(jié)果，結(jié)合經(jīng)濟(jì)評(píng)價(jià)理論和風(fēng)險(xiǎn)評(píng)價(jià)理論，對(duì)境外IV號(hào)油氣開發(fā)項(xiàng)目進(jìn)行了經(jīng)濟(jì)性評(píng)價(jià)和風(fēng)險(xiǎn)性分析。其次，根據(jù)綜合評(píng)價(jià)理論，，結(jié)合初步方案、經(jīng)濟(jì)性評(píng)價(jià)和風(fēng)險(xiǎn)性分析結(jié)果，建立境外IV號(hào)油氣開發(fā)項(xiàng)目綜合評(píng)價(jià)指標(biāo)體系。最后，根據(jù)境外IV號(hào)油氣開發(fā)項(xiàng)目指標(biāo)的實(shí)際特點(diǎn)，選擇了改進(jìn)的層次分析法和模糊綜合評(píng)價(jià)方法，境外IV號(hào)油氣開發(fā)項(xiàng)目進(jìn)行了論證。通過評(píng)價(jià)結(jié)果，對(duì)該項(xiàng)目的經(jīng)濟(jì)性和合理性進(jìn)行分析，認(rèn)為該項(xiàng)目具有經(jīng)濟(jì)可行性，并且通過論證過程，證明了綜合評(píng)價(jià)指標(biāo)體系的科學(xué)性和適用性。
[Abstract]:The investment risk and amount of oil and gas exploration project are very high, which is a high risk and high income economic activity. If the project can be carried out smoothly and successfully, it will bring very rich investment return. However, if we fail, it will also bring great losses to the company. With our petroleum enterprises continue to participate in international economic activities, domestic oil and gas development enterprises in order to improve the international competitiveness. It is necessary to strengthen the management of economic benefits of oil and gas exploration projects in order to increase the economic profits of oil and gas exploration projects, and then enhance the core competitiveness of enterprises. Therefore, for oil and gas development projects, especially overseas oil and gas development projects. It is necessary to strengthen the comprehensive evaluation and analysis of petroleum development projects, which requires a scientific evaluation of its schemes so as to make the project decisions more reasonable and scientific, and then to improve the profitability of the projects of the enterprises. Firstly, this paper briefly discusses the related concepts of oil and gas development projects, studies and analyzes the preliminary scheme of offshore oil and gas development project IV, and according to the results of the preliminary research and analysis of the preliminary schemes. Combined with economic evaluation theory and risk assessment theory, the economic evaluation and risk analysis of offshore No. IV oil and gas development project are carried out. Secondly, according to the comprehensive evaluation theory, combined with the preliminary plan. Economic evaluation and risk analysis results, the establishment of offshore IV oil and gas development project comprehensive evaluation index system. Finally, according to the actual characteristics of offshore oil and gas development project IV. The improved Analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method are selected, and the offshore No. IV oil and gas development project is demonstrated. Through the evaluation results, the economy and rationality of the project are analyzed. It is considered that the project is economically feasible, and the scientific nature and applicability of the comprehensive evaluation index system are proved through the demonstration process.
