【摘要】：自然壟斷產(chǎn)業(yè)內(nèi)的民營化改革是一個制度創(chuàng)新的過程,其目標(biāo)是通過民間資本參與自然壟斷產(chǎn)業(yè)的投資和經(jīng)營,增加自然壟斷產(chǎn)業(yè)的投資,增強產(chǎn)業(yè)內(nèi)的競爭性,提升自然壟斷產(chǎn)業(yè)企業(yè)經(jīng)營效率和改善產(chǎn)業(yè)分配效率。我國城鎮(zhèn)自來水產(chǎn)業(yè)從20世紀(jì)90年代開始了民營化改革,但改革取得的成效如何還缺乏系統(tǒng)和定量的研究。本文從靜態(tài)效率和動態(tài)效率兩個方面,采用C-D生產(chǎn)函數(shù)檢驗了廣東省自來水產(chǎn)業(yè)內(nèi)不同產(chǎn)權(quán)類型企業(yè)的績效差異,結(jié)果表明,對自然壟斷產(chǎn)業(yè)的民營化改革應(yīng)以打破壟斷、促進(jìn)競爭和產(chǎn)權(quán)改革并舉,才能取得明顯的成效。
[Abstract]:Privatization reform in natural monopoly industry is a process of system innovation. Its goal is to increase the investment of natural monopoly industry through the participation of private capital in the investment and operation of natural monopoly industry. In 1990s, China's urban tap water industry began the privatization reform to enhance the competitiveness of the industry, enhance the efficiency of the natural monopoly industry enterprises and improve the efficiency of industrial distribution. However, there is still a lack of systematic and quantitative research on the effectiveness of the reform. This paper focuses on static efficiency and dynamic efficiency. The C-D production function is used to test the difference of the performance of the enterprises with different property rights in the tap water industry in Guangdong Province. The result shows that the privatization reform of the natural monopoly industry should break the monopoly. Only by promoting competition and property right reform can we achieve obvious results.
