【摘要】：西方發(fā)達(dá)國家企業(yè)普遍注重企業(yè)安全管理,并在許多領(lǐng)域進(jìn)行了較為深入的研究和探索。近年來研究和實踐表明,我國對安全管理工作越來越重視,學(xué)者和管理者普遍認(rèn)為班組的安全決定了供電公司安全運(yùn)營。本文在介紹國內(nèi)外班組安全管理實踐的基礎(chǔ)上,闡述了GL供電公司安全管理現(xiàn)狀以及在安全管理理念、管理方式、管理方法等方面存在的問題,并對存在的問題進(jìn)行深入分析。從人、物、環(huán)境、管理和事故處置方面分析影響安全管理的主要因素,提出解決問題的思路和方法,用系統(tǒng)的思想和方法,從整體上把握安全管理的本質(zhì)及內(nèi)在規(guī)律,從班組長和成員的管理、加強(qiáng)電力系統(tǒng)設(shè)備管理、作業(yè)現(xiàn)場和環(huán)境管理、日常安全管理工作、事故處理及預(yù)防管理五個方面分析研究GL供電公司班組安全管理工作。 依據(jù)分析結(jié)果,進(jìn)一步研究要構(gòu)建GL供電公司班組安全管理體系,以電網(wǎng)、班組、作業(yè)活動等為管理對象,以整體提高安全工作水平為目標(biāo),通過不斷健全安全組織體系、完善安全工作體系、細(xì)化事故預(yù)防和應(yīng)急措施,從而達(dá)到防止事故并減少事故損失。本文重點分析研究班組安全管理體系,提出安全管理體系主要包括三個組織體系和三個工作體系,組織體系包括：安全監(jiān)督體系、安全責(zé)任體系、安全保證體系,研究分析了三個組織體系的具體內(nèi)容,運(yùn)行的機(jī)制,探索了三者之間的關(guān)系。工作體系分別是：風(fēng)險管理體系、應(yīng)急管理體系、事故管理體系。研究分析了三個組織體系和三個工作體系的具體內(nèi)容及三者的關(guān)系,提出了通過工作體系建立實現(xiàn)安全的閉環(huán)管理。 研究提出GL供電公司如何實施班組安全管理,分析了班組安全管理實施的難點,從加強(qiáng)教育培訓(xùn)、完善安全生產(chǎn)責(zé)任制、制定科學(xué)安全工作技術(shù)措施、細(xì)化事故預(yù)防和應(yīng)急措施等方面落實,并對班組安全管理進(jìn)行評價和持續(xù)改進(jìn),提高GL供電公司安全管理工作水平,促進(jìn)企業(yè)可持續(xù)發(fā)展。
[Abstract]:Enterprises in western developed countries generally pay attention to enterprise safety management, and have carried on more in-depth research and exploration in many fields. In recent years, the research and practice show that our country pays more and more attention to the safety management work. Scholars and managers generally believe that the safety of teams determines the safe operation of power supply companies. This paper introduces the practice of team safety management at home and abroad. This paper expounds the present situation of the safety management of GL power supply company and the existing problems in the aspects of safety management idea, management method and management method, and analyzes the existing problems deeply. In the aspects of management and accident disposal, the main factors affecting safety management are analyzed, and the ideas and methods to solve the problems are put forward, and the essence and internal law of safety management are grasped by the systematic thinking and method. From team leader and member management, strengthen power system equipment management, job site and environmental management, daily safety management. Analysis and Research on Safety Management of GL Power supply Company in five aspects: accident treatment and Prevention Management. According to the analysis results, we should further study the construction of GL power supply company team safety management system, with the grid, team, operation activities as the management object, to improve the overall level of safety as the goal. Through improving the safety organization system, perfecting the safety work system, refining the accident prevention and emergency measures, so as to prevent accidents and reduce the loss of accidents. This paper focuses on the analysis and study of team safety management system. Security management system mainly includes three organizational systems and three work systems, including: security supervision system, safety responsibility system, security assurance system. Research and analysis of the specific content of the three organizational systems, operating mechanisms, explore the relationship between the three. The work system is: risk management system, emergency management system. This paper studies and analyzes the concrete contents of three organization systems and three work systems and their relations, and puts forward a closed loop management to realize safety through the establishment of work system. This paper puts forward how to implement shift safety management in GL power supply company, analyzes the difficulties of team safety management, including strengthening education and training, perfecting safe production responsibility system, and formulating scientific and safety technical measures. In order to improve the safety management level of GL power supply company and promote the sustainable development of enterprises, the measures of accident prevention and emergency response are detailed, and the evaluation and continuous improvement of team safety management are carried out in order to improve the safety management level of GL power supply company.
