【摘要】：據(jù)統(tǒng)計(jì),2011年共計(jì)有8000萬(wàn)左右的農(nóng)民工從事建筑施工行業(yè),從事這一行業(yè)的農(nóng)民工約占我國(guó)農(nóng)民工總?cè)藬?shù)的1/3左右,建筑業(yè)的崛起與發(fā)展給廣大農(nóng)民工帶來(lái)就業(yè)機(jī)會(huì),但同時(shí)引發(fā)了一些問(wèn)題,尤其是農(nóng)民工工資拖欠問(wèn)題。拖欠這一問(wèn)題由來(lái)已久,有著非常復(fù)雜的社會(huì)背景,它不僅嚴(yán)重侵害了農(nóng)民工的合法權(quán)益,同時(shí)也影響了社會(huì)的穩(wěn)定與和諧發(fā)展。為尋求有效的解決機(jī)制,也為了適應(yīng)社會(huì)主義現(xiàn)代建設(shè)的需要,促進(jìn)社會(huì)主義和諧及國(guó)民經(jīng)濟(jì)的健康發(fā)展。本文展開以下研究： 1、對(duì)我國(guó)建筑行業(yè)農(nóng)民工工資支付與管理現(xiàn)狀進(jìn)行深入調(diào)查分析,作為研究建筑行業(yè)拖欠農(nóng)民工工資問(wèn)題的第一手材料。 2、對(duì)建筑行業(yè)拖欠農(nóng)民工工資的特點(diǎn)、危害及原因進(jìn)行全面分析,從而有利于健全農(nóng)民工工資管理制度,并有利于保障其勞動(dòng)權(quán)益。 3、探討建筑行業(yè)拖欠農(nóng)民工工資問(wèn)題的根源,創(chuàng)設(shè)管理機(jī)制,從源頭上抓好農(nóng)民工工資支付管理,得出規(guī)范農(nóng)民工工資支付管理是一項(xiàng)系統(tǒng)工程,涉及到建筑行業(yè)規(guī)范、法律法規(guī)、信用體系、社會(huì)保障以及挖掘農(nóng)民工自身潛能、提高農(nóng)民工綜合素質(zhì)等多個(gè)方面,須從這幾方面同時(shí)入手,才能夠從根本上解決農(nóng)民工工資拖欠問(wèn)題。
[Abstract]:According to statistics, in 2011, a total of about 80 million migrant workers engaged in the construction industry, engaged in this industry about 1/3 of the total number of migrant workers in China. The rise and development of the construction industry has brought employment opportunities to the majority of migrant workers, but at the same time has caused some problems, especially the problem of migrant workers' salary arrears, which has a long history and has a very complex social background. It not only seriously infringes the legitimate rights and interests of migrant workers, but also affects the stability and harmonious development of society. In order to find an effective solution mechanism, but also to meet the needs of modern socialist construction. To promote socialist harmony and the healthy development of the national economy. 1. The present situation of wage payment and management of migrant workers in construction industry in China is investigated and analyzed in depth, as the first-hand material to study the problem of migrant workers' wages in arrears in construction industry. 2. The characteristics, harm and reasons of migrant workers' wage arrears in construction industry are analyzed in an all-round way, so as to improve the wage management system of migrant workers and to protect their labor rights and interests. 3. To probe into the root cause of the problem of migrant workers' wages in arrears in the construction industry, to create a management mechanism, to do a good job in the management of migrant workers' wages from the source, and to draw a conclusion that regulating the management of migrant workers' wages payment is a systematic project. Related to the construction industry norms, laws and regulations, credit system, social security and tap the potential of migrant workers, improve the comprehensive quality of migrant workers and other aspects, we must start from these aspects at the same time. In order to fundamentally solve the problem of migrant workers wages arrears.
