【摘要】：本文通過(guò)綜合利用藥品生產(chǎn)管理理論、信息化管理理論和系統(tǒng)理論,并結(jié)合個(gè)人多年從事藥品生產(chǎn)質(zhì)量管理的經(jīng)驗(yàn),對(duì)實(shí)施電子監(jiān)管碼為主要方式的國(guó)家藥品電子監(jiān)管模式下的藥品生產(chǎn)管理進(jìn)行研究。 研究中運(yùn)用藥品生產(chǎn)質(zhì)量管理理論研究藥品生產(chǎn)管理的要點(diǎn)內(nèi)容,運(yùn)用信息化管理相關(guān)理論研究藥品電子監(jiān)管條件下實(shí)施藥品生產(chǎn)管理的重要方式,運(yùn)用系統(tǒng)理論為指導(dǎo)研究藥品電子監(jiān)管條件下藥品生產(chǎn)管理的管理策略。并通過(guò)大型跨國(guó)制藥企業(yè)的中國(guó)子公司A公司的具體實(shí)例,進(jìn)一步說(shuō)明這一藥品生產(chǎn)管理策略的內(nèi)容和具體運(yùn)用。 通過(guò)分析研究,論文得出如下結(jié)論：電子監(jiān)管條件下建議國(guó)內(nèi)藥品生產(chǎn)企業(yè)運(yùn)用以下管理策略進(jìn)行藥品生產(chǎn)管理：以電子批記錄和建立完善的生產(chǎn)信息系統(tǒng)的方式,重點(diǎn)管理生產(chǎn)過(guò)程中的關(guān)鍵環(huán)節(jié)、關(guān)鍵工藝參數(shù)和生產(chǎn)工藝的整個(gè)生命周期和做好生產(chǎn)中的變更、偏差和糾正預(yù)防措施管理。同時(shí),進(jìn)行生產(chǎn)管理還要從企業(yè)目標(biāo)層面,借助信息管理系統(tǒng)的優(yōu)勢(shì),完善生產(chǎn)質(zhì)量自我電子監(jiān)管的功能,最終建立一個(gè)以生產(chǎn)為核心,既可以實(shí)現(xiàn)企業(yè)內(nèi)部藥品生產(chǎn)質(zhì)量自我監(jiān)管,又可以對(duì)接國(guó)家電子監(jiān)管網(wǎng)絡(luò),能夠密切配合監(jiān)管部門(mén)并及時(shí)反饋相關(guān)信息,可以實(shí)現(xiàn)體現(xiàn)高水平藥品生產(chǎn)管理理念的企業(yè)級(jí)生產(chǎn)管理信息系統(tǒng)。同時(shí),也在加強(qiáng)企業(yè)生產(chǎn)成本管理和企業(yè)品牌管理方面發(fā)揮重要作用。
[Abstract]:Through the comprehensive use of drug production management theory, information management theory and system theory, combined with personal experience in drug production quality management for many years. This paper studies the drug production and management under the mode of electronic supervision of national drugs with electronic regulatory code as the main mode. In the study, the main content of drug production management is studied by using the theory of drug production quality management, and the important way of implementing drug production management under the condition of electronic supervision of drugs is studied by using the relevant theory of information management. The system theory is used to study the management strategy of drug production management under the condition of electronic drug supervision, and through the specific examples of A Company, a subsidiary of large multinational pharmaceutical enterprises. Further explain the content and application of this drug production management strategy. Through analysis. The conclusion is as follows: under the condition of electronic supervision, it is suggested that domestic drug manufacturing enterprises should use the following management strategies: electronic batch recording and the establishment of a perfect production information system. Focus on the key links in the production process, key process parameters and the entire life cycle of the production process, and do well in the management of changes, deviations and corrective and preventive actions in production. To carry out production management, we should improve the function of self-electronic supervision of production quality with the help of the advantages of information management system, and finally establish a production as the core. It can not only realize the self-supervision of the internal drug production quality, but also connect with the national electronic regulatory network, which can cooperate closely with the regulatory department and feedback the relevant information in time. It can realize the enterprise level production management information system which embodies the high level drug production management idea, at the same time, it also plays an important role in strengthening the enterprise production cost management and the enterprise brand management.
