【摘要】:食品安全事關全民切身利益,是國家安全的重要組成部分,對中國這樣一個人口大國來說,食品安全對保持社會穩(wěn)定和經(jīng)濟發(fā)展有著舉足輕重的重大意義。近幾年食品安全事件頻發(fā),嚴重影響了人民群眾的健康和國民經(jīng)濟的持續(xù)快速發(fā)展,而且,食品安全問題呈現(xiàn)出新的特點,特別是大企業(yè)(如三鹿集團、雙匯集團)頻頻成為食品安全事件的主角,顯示出我國食品安全規(guī)制體制和體系設計存在的缺陷,對食品安全進行更有效監(jiān)管已經(jīng)成為迫在眉睫的任務。 本論文按照經(jīng)濟學研究范式,綜合運用規(guī)范研究和實證研究等方法對我國食品安全規(guī)制問題進行了深入的分析。首先,,在界定了食品安全規(guī)制的定義的基礎上,從信息不對稱、外部性和激勵性規(guī)制理論等方面對食品安全規(guī)制做出了理論分析,解釋了食品安全中政府規(guī)制的必要性;其次,運用不完全信息動態(tài)博弈對政府和食品企業(yè)的行動進行了實證分析,揭示出我國食品安全規(guī)制中各主體行動的影響因素和政府激勵企業(yè)進行安全生產(chǎn)的激勵系數(shù);再次,結合山東8個地市區(qū)食品安全調(diào)查問卷,剖析了我國食品安全規(guī)制體制和體系的現(xiàn)狀及存在的問題,構建了由投入—運作—產(chǎn)出三個環(huán)節(jié)構成的食品安全規(guī)制評價指標體系并對山東省8個地市區(qū)的食品安全規(guī)制效果進行了實際測度。最后,根據(jù)前文的實證分析結果,文章提出了對食品安全規(guī)制的幾點政策建議,包括積極推進食品安全規(guī)制體制改革和不斷完善食品安全規(guī)制體系。
[Abstract]:Food safety concerns the vital interests of the whole people and is an important part of national security. Food safety plays an important role in maintaining social stability and economic development. In recent years, frequent food safety incidents have seriously affected the health of the people and the sustained and rapid development of the national economy. Food safety issues show new characteristics, especially large enterprises (such as Sanlu Group, Shuanghui Group) frequently become the protagonist of food safety events, which shows the defects of food safety regulation system and system design in China. More effective regulation of food safety has become an urgent task. In accordance with the paradigm of economic research, this paper makes a thorough analysis of food safety regulation in China by means of normative research and empirical research. On the basis of defining the definition of food safety regulation, this paper makes a theoretical analysis of food safety regulation from the aspects of information asymmetry, externality and incentive regulation theory. The necessity of government regulation in food safety is explained. Secondly, the dynamic game of incomplete information is used to analyze the actions of the government and food enterprises. It reveals the factors that affect the action of the main bodies in the regulation of food safety in China and the incentive coefficient of the government to encourage enterprises to carry out safe production. Thirdly, based on the questionnaire of food safety in 8 cities of Shandong province, this paper analyzes the current situation and existing problems of food safety regulation system in China. The evaluation index system of food safety regulation is constructed, which is composed of input, operation and output, and the effect of food safety regulation in 8 cities of Shandong province is measured. Finally. Based on the results of the above empirical analysis, this paper puts forward some policy suggestions on food safety regulation, including actively promoting the reform of food safety regulation system and continuously improving the food safety regulation system.
