【摘要】：挪威是歐洲重要的化石能源輸出國(guó),正在推動(dòng)發(fā)展生物質(zhì)能源產(chǎn)業(yè)。文中介紹挪威能源產(chǎn)業(yè)結(jié)構(gòu)、化石能源與可再生能源比重、可再生能源發(fā)展戰(zhàn)略,分析其推動(dòng)發(fā)展生物質(zhì)能源產(chǎn)業(yè)的環(huán)境保護(hù)要求與發(fā)展?jié)摿?方面動(dòng)因,總結(jié)挪威在制訂發(fā)展戰(zhàn)略、遵循可持續(xù)發(fā)展原則、設(shè)立項(xiàng)目發(fā)展機(jī)制、完善科研支撐體系等4個(gè)方面的經(jīng)驗(yàn),討論林業(yè)生物質(zhì)能源產(chǎn)業(yè)對(duì)環(huán)境和傳統(tǒng)產(chǎn)業(yè)的影響及技術(shù)方面的不確定性等面臨的3方面挑戰(zhàn),并從樹(shù)立科學(xué)發(fā)展理念和確定科學(xué)發(fā)展行動(dòng)2個(gè)層面提出對(duì)我國(guó)發(fā)展林業(yè)生物質(zhì)能源產(chǎn)業(yè)的啟示。
[Abstract]:Norway is an important European fossil energy exporting countries, is to promote the industrial development of biomass energy. Norway energy industry structure is introduced in this paper, the proportion of fossil energy and renewable energy, renewable energy development strategy, analysis of 2 aspects of motivation of environmental protection requirement and development of its potential to promote the development of biomass energy industry, summed up in Norway in the formulation of development strategy, sustainable the principle of development, the establishment of project development mechanism, 4 aspects of research to improve the supporting system of the experience, discussed facing the impact of forestry biomass energy industry on the environment and traditional industries and technical aspects of the uncertainty of the 3 challenges, and establish a scientific concept of development and determine the scientific development action for the development of forestry biomass energy industry in China the Enlightenment of 2 aspects.
