【摘要】：目前，隨著經(jīng)濟全球化和信息技術(shù)的快速發(fā)展，，全球的經(jīng)濟環(huán)境產(chǎn)生了巨大變化；中國加入世界貿(mào)易組織后，全球化經(jīng)濟也促進了國內(nèi)市場經(jīng)濟制度的不斷完善，在這種背景之下國內(nèi)集團公司面臨越來越大的挑戰(zhàn)。采購活動是集團公司經(jīng)營活動中的重要環(huán)節(jié)，原有的分散采購模式由于管理模式本身的缺陷，己不適應(yīng)公司的發(fā)展需求。集中采購模式以其專業(yè)化的管理思想和在資源整合方面的優(yōu)勢在海外集團公司得廣泛應(yīng)用，而在國內(nèi)的建筑行業(yè)運用還十分有限，因此，如何構(gòu)建建筑類集團公司的集中采購模式具有重要的現(xiàn)實意義。 集中采購是在信息技術(shù)的支持之下發(fā)展起來的一種新的采購模式，它同時是以采購價格體系和績效評價體系構(gòu)建為基礎(chǔ)。集中采購必須有相應(yīng)的組織機構(gòu)----集中采購部門，才能得以實施，而且還需要構(gòu)建與之配套的保障監(jiān)督體系。 集中采購是建筑類集團公司提高企業(yè)效益、增強市場競爭力的重要措施之一,是建筑類集團公司采購管理變革的方向和趨勢。但由于集中采購實施是對組織原有的管理理念和方式的一種變革和創(chuàng)新，會遇到相當?shù)淖枇�。集中采購實施需要一定的過程，需要以循序漸進的方式推進。
[Abstract]:At present, with the rapid development of economic globalization and information technology, the global economic environment has changed greatly. After China's entry into the World Trade Organization (WTO), the global economy has also promoted the continuous improvement of the domestic market economy system. In this context, the domestic group companies are facing more and more challenges. Procurement is an important part of the group business activities, the original decentralized procurement model due to the shortcomings of the management model itself. The centralized purchasing mode has been widely used in overseas group companies because of its specialized management ideas and advantages in resource integration, but it is still very limited in the domestic construction industry. Therefore, how to construct the centralized purchasing mode of construction group company has important practical significance. Centralized procurement is a new procurement model developed with the support of information technology. It is based on the construction of purchasing price system and performance evaluation system at the same time. Centralized procurement must have the corresponding organization-centralized procurement department, in order to be implemented. And also need to build a matching safeguards system. Centralized purchasing is one of the important measures to improve the efficiency of enterprises and enhance the market competitiveness of construction group companies. It is the direction and trend of procurement management reform in construction group company. However, centralized procurement is a kind of innovation and innovation to the original management idea and mode of the organization. Will encounter considerable resistance. Centralized procurement implementation needs a certain process, need to be carried out step by step.
