【摘要】:我國自創(chuàng)立開發(fā)區(qū)以來,在政策、機構(gòu)設(shè)置、運行機制方面都給予了開發(fā)區(qū)足夠的優(yōu)惠,其在利用外資、引進技術(shù)和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整等方面極大地推動了我國經(jīng)濟的發(fā)展,并摸索出一條高效精簡的準政府管理模式,基本形成了具有自己特色的運行模式和管理體制。但是,隨著國際國內(nèi)形勢的不斷改變,特別是全球經(jīng)濟一體化趨勢加速、市場經(jīng)濟體制改革的不斷深化、我國國內(nèi)經(jīng)濟結(jié)構(gòu)的逐漸調(diào)整,開發(fā)區(qū)不得不面對一些新情況和新問題。再者開發(fā)區(qū)管理體制上所存在的弊病也逐個顯現(xiàn)出來:開發(fā)區(qū)管委會所處的法律地位不明確、管委會機構(gòu)設(shè)置日益膨脹、理論與實踐存在偏差、人事管理機制不活等問題都開始對開發(fā)區(qū)的進一步發(fā)展產(chǎn)生了影響,這樣的管理模式已經(jīng)不能適應(yīng)目前經(jīng)濟發(fā)展的要求,因此,研究開發(fā)區(qū)管理體制的改革創(chuàng)新顯得極為重要。本文以紹興濱海工業(yè)區(qū)為例,充分運用新公共管理理論、多中心治理理論等公共管理學(xué)理論,深入剖析目前開發(fā)區(qū)管理體制方面所存在的問題和成因;同時,通過比較分析研究,歸納總結(jié)國際上開發(fā)區(qū)的歷史發(fā)展進程管理模式,借鑒國外開發(fā)區(qū)的管理模式,為紹興濱海工業(yè)區(qū)的體制創(chuàng)新提供思路;最后圍繞紹興濱海工業(yè)區(qū)的發(fā)展定位,提出相關(guān)對策:明確管理主體的法律地位;加大中介組織的培育力度;深化人事制度改革;運用矩陣式管理。
[Abstract]:Since the establishment of the development zone, China has given sufficient preferential treatment to the development zone in terms of policy, institutional setting and operation mechanism, and has been making use of foreign capital. The introduction of technology and the adjustment of industrial structure have greatly promoted the development of China's economy and explored a highly efficient and streamlined quasi-government management model. But with the constant changes of the international and domestic situation, especially the acceleration of the trend of global economic integration, the reform of the market economy system has been deepened. The gradual adjustment of China's domestic economic structure. The development zone has to face some new situations and new problems. Moreover, the defects in the management system of the development zone also appear one by one: the legal status of the development zone management committee is not clear. The establishment of the management committee is expanding day by day, the deviation between theory and practice, the inactivity of personnel management mechanism, and so on, all of which have an impact on the further development of the development zone. Such a management model can no longer meet the needs of the current economic development, so it is very important to study the reform and innovation of the management system of the development zone. This paper takes Shaoxing Binhai Industrial Zone as an example. Fully use the new public management theory, multi-center governance theory and other public management theory, in-depth analysis of the existing problems and causes of the development zone management system; At the same time, through the comparative analysis and research, the paper summarizes the management mode of the history development process of the international development zone, draws lessons from the management mode of the foreign development zone, and provides the train of thought for the system innovation of Shaoxing coastal industrial zone. Finally, according to the development orientation of Shaoxing coastal industrial zone, the relevant countermeasures are put forward: make clear the legal status of the main management body; Strengthen the cultivation of intermediary organizations; Deepening the reform of personnel system; Use matrix management.
