【摘要】：隨著世界工業(yè)和經(jīng)濟的不斷發(fā)展,人口的快速增長以及人類不斷增加的欲望和需求,世界氣候和環(huán)境面臨著越來越嚴峻的考驗。傳統(tǒng)能源儲藏量有限,燃燒后排放二氧化碳引起的溫室效應同時,主要以化石能源為代表的傳統(tǒng)能源的大量消費所引發(fā)的能源危機,正在不斷地破壞著自然環(huán)境以及人類未來生存和發(fā)展。面對挑戰(zhàn),世界各國都已開始關注氣候、環(huán)境和能源問題,致力于通過發(fā)展無污染、可再生的清潔能源解決迫在眉睫的能源危機。在當前局面下,我國在“十二五”規(guī)劃中明確提出,大力發(fā)展興能源產(chǎn)業(yè),把光伏及風電列為戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的重要方面。雖然我國發(fā)展起步較晚,但經(jīng)過近十年的發(fā)展,我國光伏產(chǎn)業(yè)已經(jīng)取得了一系列突破性進展,并逐漸成為世界光伏產(chǎn)量最大的國家。這些廠商的產(chǎn)品不僅價格低廉,在技術含量、產(chǎn)品質(zhì)量、品牌影響和全球化發(fā)展各個方面都處于世界先進水平。因此,我國光伏產(chǎn)業(yè)的崛起嚴重威脅了美國光伏產(chǎn)業(yè)的發(fā)展,使得美國政府不得不在我國政府自覺遵守節(jié)能減排承諾以及發(fā)展綠色經(jīng)濟之際,依然對我國采取所謂“貿(mào)易保護主義”的新一輪制裁。這意味著美國政府對我國的貿(mào)易制裁已經(jīng)從過去的勞動密集型行業(yè)蔓延到具有高新技術科技、綠色環(huán)保的新能源行業(yè)。 在我國太陽能產(chǎn)業(yè)遭遇美國政府反傾銷、反補貼制裁之時,本文以中美太陽能晶體硅電池(板)反傾銷反補貼案為例進行分析,通過分析回顧中美太陽能晶體硅電池(板)反傾銷、反補貼案例,從而試圖發(fā)現(xiàn)美國政府針對我國新能源行業(yè)進行“雙反”的真正原因。通過對近幾年世界光伏產(chǎn)業(yè)和美國光伏產(chǎn)業(yè)的發(fā)展現(xiàn)狀和相關市場數(shù)據(jù)的分析,發(fā)現(xiàn)此次中美太陽能晶體硅電池(板)雙反案中存在的分歧點。進一步,運用關稅模型為框架,分析有關資料和數(shù)據(jù),研究中美太陽能晶體硅電池(板)“雙反”案例對于兩國經(jīng)濟的影響,尤其是對美國光伏產(chǎn)業(yè)和經(jīng)濟的影響。通過對分歧和影響的分析,找出美國對中國輸美太陽能晶體硅電池(板)實施“雙反”調(diào)查和制裁的原因。最后,提出我國光伏企業(yè)應對措施建議,為下一步應對歐盟與我國光伏貿(mào)易爭端提供借鑒。
[Abstract]:With the continuous development of world industry and economy, the rapid growth of population and the increasing desire and demand of human beings, the world climate and environment are facing more and more severe test. At the same time, Greenhouse Effect caused by carbon dioxide emissions after combustion, mainly fossil energy as the representative of traditional energy consumption caused by a large amount of energy crisis. It is destroying the natural environment and the future survival and development of mankind. In the face of challenges, the world has begun to focus on climate, environment and energy issues, committed to the development of pollution-free. Renewable clean energy to solve the imminent energy crisis. In the current situation, our country in the "12th Five-Year Plan" clearly put forward, vigorously develop the energy industry. PV and wind power are listed as important aspects of the development of strategic emerging industries. Although the development of China started relatively late, but after nearly 10 years of development, China's photovoltaic industry has made a series of breakthroughs. And gradually become the world's largest photovoltaic output. These manufacturers not only low prices, in terms of technology content, product quality, brand impact and global development in all aspects of the world's advanced level. The rise of photovoltaic industry in China has seriously threatened the development of photovoltaic industry in the United States, making the United States government have to abide by the commitment of energy conservation and emission reduction and the development of green economy. The new round of so-called "trade protectionism" sanctions against China still means that the US government's trade sanctions against China have spread from labor-intensive industries in the past to high-tech industries. Green new energy industry. When the solar energy industry of our country is confronted with the antidumping and countervailing sanctions of the United States government, this paper analyzes the antidumping and countervailing case of the solar crystal silicon cell (panel) in China and the United States. By analyzing and reviewing the antidumping and countervailing cases of solar crystal silicon cells (panels) in China and America. Therefore, the author tries to find out the real reason why the US government has carried out "double reaction" in China's new energy industry. Through the analysis of the current situation and relevant market data of the world photovoltaic industry and American photovoltaic industry in recent years. In this case, we find the divergence in the case of solar crystal silicon cell (panel). Further, we use the tariff model as the framework to analyze the relevant data and data. This paper studies the impact of the "double negative" case of solar crystal silicon cells (panels) in China and the United States on the economies of the two countries, especially on the photovoltaic industry and economy of the United States. To find out the reasons why the United States carried out the "double counter" investigation and sanctions on the solar crystal silicon cells (panels) exported from China to the United States. Finally, the countermeasures for the photovoltaic enterprises in China were put forward. For the next step to deal with the EU and China photovoltaic trade dispute to provide reference.
