【摘要】：由于我國經(jīng)濟(jì)近幾年來的迅猛發(fā)展，導(dǎo)致國內(nèi)面臨油氣資源不能滿足自身經(jīng)濟(jì)發(fā)展的需求，且能源消費(fèi)高于能源供應(yīng)的趨勢仍在延續(xù)，且愈演愈烈。對(duì)外的依存度也因此呈現(xiàn)出增長顯著的狀況。目前我國亟需解決的現(xiàn)實(shí)問題就是開拓穩(wěn)定、安全的石油進(jìn)口渠道。而能否保障石油資源的供給安全，更是我國經(jīng)濟(jì)可持續(xù)健康發(fā)展所面臨的最大問題。俄羅斯在油氣資源方面已成為僅次于中東地區(qū)的世界重要的油氣資源富集區(qū)并且成為世界上最大的能源出口國。俄羅斯在能源出口對(duì)象上也面臨著多元化的問題。因此，，中俄石油合作存在著一定的必要性，有利于兩國“雙贏”局面的實(shí)現(xiàn)。 本文在區(qū)域經(jīng)濟(jì)一體化理論、比較優(yōu)勢貿(mào)易理論、國家間合作理論、地緣政治學(xué)理論以及博弈論的理論基礎(chǔ)上，對(duì)中俄石油合作做出了分析。中俄石油合作的前景是樂觀的。地緣優(yōu)勢、良好的政治歷史基礎(chǔ)以及共同的經(jīng)濟(jì)利益推動(dòng)著中俄石油合作的發(fā)展。但中俄石油合作并不是一帆風(fēng)順的，會(huì)受到中、俄內(nèi)部以及第三國因素的阻礙。通過博弈分析，說明了中俄石油合作的戰(zhàn)略選擇，石油管道路線選擇以及中俄石油定價(jià)問題。然后對(duì)中俄石油合作模式做出了分析，主要包括中俄石油勘探開發(fā)合作模式、貿(mào)易合作模式中的“石油還貸款”以及管道合作模式。最后，提出了加強(qiáng)兩國互信建設(shè)、實(shí)施“走出去、引進(jìn)來”戰(zhàn)略、促進(jìn)石油價(jià)格機(jī)制的完善、建立中俄石油合作機(jī)制以及加強(qiáng)中俄石油公司的合作的對(duì)策，來推動(dòng)中俄石油合作更好更深層次的發(fā)展。
[Abstract]:Due to the rapid development of our economy in recent years, the domestic oil and gas resources can not meet the needs of their own economic development, and the trend that energy consumption is higher than energy supply is still continuing. And intensified. The degree of dependence on the external also showed a significant growth. At present, China needs to solve the reality of the problem is to develop stability. Safety of oil import channels. And whether to ensure the supply of oil resources security. Russia has become one of the most important oil and gas resource regions in the world after the Middle East region and has become the largest energy exporter in the world. Russia also faces the problem of diversifying its energy exports. Sino-Russian oil cooperation is necessary and beneficial to the realization of the double-win situation between China and Russia. This paper is based on the theories of regional economic integration, comparative advantage trade, inter-state cooperation, geopolitics and game theory. The prospect of Sino-Russian oil cooperation is optimistic. A sound political and historical foundation and common economic interests promote the development of Sino-Russian oil cooperation, but the Sino-Russian oil cooperation is not smooth sailing, will be. Through the game analysis, it explains the strategic choice of Sino-Russian petroleum cooperation. The choice of oil pipeline route and the pricing of Sino-Russian oil. Then the paper makes an analysis of the Sino-Russian petroleum cooperation mode, mainly including the Sino-Russian oil exploration and development cooperation model. Finally, we put forward strengthening mutual trust between the two countries, implementing the strategy of "going out, bringing in", and promoting the perfection of oil price mechanism. In order to promote the development of Sino-Russian petroleum cooperation, the mechanism of Sino-Russian oil cooperation and the countermeasures of strengthening the cooperation between China and Russia oil companies are established to promote the better and deeper development of Sino-Russian oil cooperation.
