【摘要】：我國(guó)沿海地區(qū)已經(jīng)基本進(jìn)入現(xiàn)代工業(yè)社會(huì)，區(qū)域之間的經(jīng)濟(jì)競(jìng)爭(zhēng)很大程度上表現(xiàn)為產(chǎn)業(yè)競(jìng)爭(zhēng)，尤其是工業(yè)產(chǎn)業(yè)的競(jìng)爭(zhēng)，一個(gè)地區(qū)的工業(yè)結(jié)構(gòu)決定其能否擁有核心競(jìng)爭(zhēng)優(yōu)勢(shì)。工業(yè)結(jié)構(gòu)在不同歷史階段及時(shí)作出動(dòng)態(tài)調(diào)整，引領(lǐng)區(qū)域經(jīng)濟(jì)發(fā)展的方向。工業(yè)結(jié)構(gòu)的調(diào)整需要具有先行于市場(chǎng)的預(yù)見(jiàn)性，因此不能過(guò)分依賴于市場(chǎng)的力量，要求政府以公共管理者的角色編制產(chǎn)業(yè)發(fā)展規(guī)劃，營(yíng)造產(chǎn)業(yè)發(fā)展環(huán)境，以引導(dǎo)產(chǎn)業(yè)資源聚集實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展目標(biāo)。 本文首先對(duì)國(guó)內(nèi)外產(chǎn)業(yè)結(jié)構(gòu)理論和政府作用理論進(jìn)行了系統(tǒng)回顧，提出茂名工業(yè)結(jié)構(gòu)調(diào)整的理論依據(jù)。從產(chǎn)業(yè)定位的角度把茂名工業(yè)發(fā)展劃分為五個(gè)階段，以歷史眼光考察了產(chǎn)業(yè)定位對(duì)工業(yè)發(fā)展的重要性。進(jìn)一步分析了工業(yè)結(jié)構(gòu)的現(xiàn)狀及特點(diǎn)，突顯了石油化工產(chǎn)業(yè)“一業(yè)獨(dú)大”及縣域工業(yè)薄弱的缺憾，提出抓住茂名濱海新區(qū)設(shè)立的歷史機(jī)遇進(jìn)行工業(yè)結(jié)構(gòu)調(diào)整的必要性，，并找準(zhǔn)調(diào)整過(guò)程需要解決的關(guān)鍵問(wèn)題。在分析當(dāng)前宏觀經(jīng)濟(jì)和產(chǎn)業(yè)環(huán)境基礎(chǔ)上，對(duì)茂名工業(yè)結(jié)構(gòu)調(diào)整進(jìn)行了SWOT分析，剖析了各種優(yōu)勢(shì)和劣勢(shì)以及面臨的機(jī)遇和挑戰(zhàn)，明確了采取SO優(yōu)先戰(zhàn)略的結(jié)構(gòu)調(diào)整方向選擇，并進(jìn)一步展開(kāi)結(jié)構(gòu)調(diào)整的主要內(nèi)涵，提出地級(jí)城市主導(dǎo)產(chǎn)業(yè)、傳統(tǒng)產(chǎn)業(yè)、新興產(chǎn)業(yè)、輔助產(chǎn)業(yè)的產(chǎn)業(yè)劃分模式，以及對(duì)它們之間關(guān)系分析的方法，為地級(jí)城市工業(yè)結(jié)構(gòu)分析及結(jié)構(gòu)調(diào)整策略研究提供了一種簡(jiǎn)易可行的路徑，并從稀缺資源及產(chǎn)業(yè)發(fā)展邏輯出發(fā)，以主導(dǎo)產(chǎn)業(yè)的周期變化為中心，提出茂名工業(yè)結(jié)構(gòu)中短期應(yīng)采取單主導(dǎo)產(chǎn)業(yè)策略，長(zhǎng)期應(yīng)采取多主導(dǎo)產(chǎn)業(yè)策略的關(guān)鍵結(jié)論。在完成產(chǎn)業(yè)結(jié)構(gòu)研究后，從政府作用角度，針對(duì)茂名工業(yè)結(jié)構(gòu)調(diào)整中的核心問(wèn)題進(jìn)行了相關(guān)對(duì)策研究，提出了解決問(wèn)題的措施辦法。最后，提出了建立跨功能團(tuán)隊(duì)的制度安排以克服工作低效的弊端，確保工業(yè)結(jié)構(gòu)調(diào)整戰(zhàn)略的順利實(shí)施。
[Abstract]:The coastal area of our country has entered the modern industrial society, the economic competition between regions is largely on the performance of industry competition, especially industrial competition, industrial structure of a region to determine their ability to have core competitive advantage. Industrial structure in different historical stages to make dynamic adjustment, leading the regional economic development. The adjustment of industrial structure need to be predictable in advance of the market, and therefore can not be too dependent on market forces, asked the government to prepare industrial development planning role of public management, construction industry development environment, to guide industry gathering resources to achieve economic development goals.
In this dissertation, the theory of industrial structure and government function theory are reviewed, and provide theory basis for the adjustment of industrial structure in Maoming. From the industry perspective the industrial development in Maoming is divided into five stages, the historical perspective examines the importance of industry positioning of industrial development. Further analysis of the status and characteristics of industrial structure. Highlights of petroleum and chemical industry "one industry dominance and county industry weak defects, put forward the necessity of Maoming Binhai New Area to seize the historical opportunity to adjust the industrial structure, and to identify the key issues need to be solved. The adjustment process in the analysis of the current macroeconomic environment and Industry on the basis of the adjustment of industrial structure in Maoming by SWOT analysis, analysis of the various advantages and disadvantages, opportunities and challenges, the structural adjustment direction taken SO priority strategy, and A step of structural adjustment of the main connotation, puts forward the leading industry, city of traditional industries, emerging industries, industrial division mode of auxiliary industries, and a method for the analysis of the relationship between them, provides a simple and feasible path for city industrial structure analysis and structural adjustment strategy, and starting from the scarcity of resources and industry the development of logic, with periodic variations in the leading industry as the center, the Maoming industrial structure in the short term should take a single dominant industry strategy, long-term key conclusion should take the leading industry policy. At the completion of the study of industrial structure, from the view of the government role, aiming at the core problem of Maoming industrial structure adjustment in the related countermeasures are proposed the measures to solve the problem. Finally, put forward the system arrangement to establish cross functional team to overcome the drawbacks of inefficient work, ensure the structural adjustment of industry of war A smooth implementation.
