【摘要】：20世紀(jì)80年代后,伴隨著工業(yè)經(jīng)濟(jì)的發(fā)展,資源緊缺與環(huán)境污染等問(wèn)題開始出現(xiàn)。為了應(yīng)對(duì)生態(tài)危機(jī),作為工業(yè)生態(tài)化的一種實(shí)現(xiàn)方式,“生態(tài)工業(yè)園區(qū)”逐漸進(jìn)入人們的視野,成為各國(guó)實(shí)現(xiàn)工業(yè)現(xiàn)代化的重要途徑。 太原不銹鋼生態(tài)工業(yè)園區(qū)就是生態(tài)文明大背景下的一個(gè)縮影,太原作為全國(guó)最大的不銹鋼生產(chǎn)基地之一,擁有全球產(chǎn)能最大的具有國(guó)際先進(jìn)水平的不銹鋼生產(chǎn)企業(yè),在不銹鋼方面具有雄厚的產(chǎn)業(yè)基礎(chǔ)和獨(dú)特的技術(shù)優(yōu)勢(shì),其冶煉、加工能力和技術(shù)水平全國(guó)領(lǐng)先,其不銹鋼產(chǎn)品質(zhì)量達(dá)到國(guó)際先進(jìn)水平。目前,太原不銹鋼生態(tài)工業(yè)園區(qū)發(fā)展勢(shì)頭良好,為太原市工業(yè)經(jīng)濟(jì)的發(fā)展做出了一定的貢獻(xiàn),但仍然存在一些問(wèn)題。因此,為了成為全球最大的不銹鋼產(chǎn)業(yè)基地,對(duì)太原不銹鋼生態(tài)工業(yè)園區(qū)的發(fā)展進(jìn)行研究具有重大的現(xiàn)實(shí)意義。 本文在生態(tài)馬克思主義理論的指引下,通過(guò)梳理生態(tài)工業(yè)園區(qū)、循環(huán)經(jīng)濟(jì)和工業(yè)生態(tài)學(xué)等相關(guān)理論,并借鑒國(guó)內(nèi)外關(guān)于生態(tài)工業(yè)園區(qū)的理論研究和實(shí)踐探索,具體研究太原不銹鋼生態(tài)工業(yè)園區(qū)的發(fā)展問(wèn)題。首先,在調(diào)查太原不銹鋼生態(tài)工業(yè)園區(qū)的現(xiàn)實(shí)狀況的基礎(chǔ)上,對(duì)太原不銹鋼生態(tài)工業(yè)園區(qū)的概況、發(fā)展歷程和水平進(jìn)行充分、客觀的描述。通過(guò)與國(guó)家環(huán)境保護(hù)總局關(guān)于生態(tài)工業(yè)園區(qū)的標(biāo)準(zhǔn)進(jìn)行對(duì)照,發(fā)現(xiàn)太原不銹鋼生態(tài)工業(yè)園區(qū)發(fā)展中存在著管理機(jī)制不健全、企業(yè)集群效應(yīng)小、缺乏科技創(chuàng)新和生態(tài)意識(shí)不強(qiáng)等問(wèn)題,進(jìn)而從建立穩(wěn)態(tài)經(jīng)濟(jì)的視角提出完善園區(qū)發(fā)展機(jī)制、加強(qiáng)企業(yè)集群、鼓勵(lì)科技創(chuàng)新和提高生態(tài)意識(shí)的對(duì)策建議。總之,建設(shè)生態(tài)工業(yè)園區(qū)對(duì)太原市不銹鋼行業(yè)的發(fā)展具有重大的作用,太原不銹鋼生態(tài)工業(yè)園區(qū)也將在不久的將來(lái)成為太原市的經(jīng)濟(jì)增長(zhǎng)點(diǎn)。
[Abstract]:After 1980s, with the development of industrial economy, the problems of resource shortage and environmental pollution began to appear. In order to deal with the ecological crisis, as a way to achieve industrial ecology. Eco-Industrial Park (EIP) has gradually entered people's vision and become an important way for countries to realize industrial modernization. Taiyuan stainless steel eco-industrial park is a microcosm under the background of ecological Moo Myoung-Dae, Taiyuan as one of the largest stainless steel production base in China. With the largest production capacity in the world with the international advanced level of stainless steel production enterprises, in stainless steel has a strong industrial base and unique technical advantages, its smelting, processing capacity and technical level leading the country. The quality of its stainless steel products has reached the international advanced level. At present, Taiyuan stainless steel eco-industrial park has a good development momentum, which has made a certain contribution to the development of industrial economy in Taiyuan. Therefore, in order to become the largest stainless steel industrial base in the world, it is of great practical significance to study the development of Taiyuan stainless steel ecological industrial park. Under the guidance of the theory of ecological Marxism, this paper combs the relevant theories of eco-industrial park, circular economy and industrial ecology, and draws lessons from the theoretical research and practical exploration of eco-industrial park at home and abroad. First of all, on the basis of investigation of the actual situation of Taiyuan stainless steel eco-industrial park, Taiyuan stainless steel eco-industrial park overview. The course and level of development are described fully and objectively, and compared with the standards of the State Environmental Protection Administration on Eco-Industrial Park. It is found that in the development of Taiyuan stainless Steel Eco-Industrial Park, there are some problems such as imperfect management mechanism, small enterprise cluster effect, lack of scientific and technological innovation and weak ecological consciousness. Then from the perspective of establishing stable economy, the paper puts forward the countermeasures and suggestions to perfect the development mechanism of the park, strengthen the enterprise cluster, encourage scientific and technological innovation and improve the ecological consciousness. The construction of ecological industrial park plays an important role in the development of stainless steel industry in Taiyuan, and Taiyuan stainless steel ecological industrial park will become the economic growth point of Taiyuan in the near future.
