【摘要】：我國(guó)煤礦在安全管理工作方面取得的成績(jī)不夠理想,安全形勢(shì)需要更進(jìn)一步改善。事故高發(fā)的主要原因之一是煤礦企業(yè)缺乏完善的安全文化建設(shè)體系。目前,煤礦企業(yè)越來(lái)越接受把安全文化作為預(yù)防事故的對(duì)策,可安全文化建設(shè)評(píng)價(jià)體系不夠完善,評(píng)價(jià)方法不夠科學(xué),制約了安全文化的建設(shè)與發(fā)展。因此加強(qiáng)安全文化的建設(shè)及評(píng)價(jià)有十分重要的理論及實(shí)踐意義。本文在研究我國(guó)安全文化建設(shè)的現(xiàn)狀基礎(chǔ)上,對(duì)煤礦企業(yè)安全文化建設(shè)評(píng)價(jià)體系進(jìn)行構(gòu)建,整個(gè)體系包括五個(gè)方面：安全觀念文化、安全制度文化、安全行為文化、安全物質(zhì)文化和安全環(huán)境文化,并將其細(xì)化為23個(gè)二級(jí)評(píng)價(jià)指標(biāo)。對(duì)建立的煤礦企業(yè)安全文化建設(shè)評(píng)價(jià)體系,先通過(guò)層次分析法對(duì)各項(xiàng)指標(biāo)確立權(quán)重,然后利用物元模型進(jìn)行綜合評(píng)價(jià),對(duì)六家煤礦和安全文化建設(shè)做出等級(jí)評(píng)定,并提出了相應(yīng)的改進(jìn)措施。
[Abstract]:China's coal mine safety management in terms of performance is not ideal, need to further improve the security situation. One of the main reasons for the high incidence of accidents is the lack of safety culture construction and perfect the system of coal mine enterprises. At present, more and more enterprises to take measures of coal mine safety culture as the prevention of accidents, evaluation system of safety culture construction is not perfect. The evaluation method is not scientific, restricting the construction and development of safety culture. Therefore to strengthen the construction and evaluation of safety culture has very important theoretical and practical significance. This article based on the research status of safety culture construction in our country, the construction of a safety culture evaluation system of coal mining enterprises to carry out construction, the whole system includes five aspects: security the concept of safety culture, system culture, safety culture, safety culture and safety material culture environment, and divide it into 23 two level evaluation index For establishing the evaluation system of safety culture construction of coal mine enterprises, we first establish the weight of each index through AHP, then we use the matter element model to carry out the comprehensive evaluation, make a grade evaluation for the six coal mines and safety culture construction, and put forward the corresponding improvement measures.
