【摘要】：監(jiān)理制度在我國(guó)經(jīng)過十余年的發(fā)展,已日趨成熟。長(zhǎng)期監(jiān)理執(zhí)行來看,監(jiān)理制度的引進(jìn)對(duì)于我國(guó)建設(shè)工程安全生產(chǎn)起到了重大推進(jìn)作用,但是由于法律法規(guī)的不健全以及我國(guó)市場(chǎng)經(jīng)濟(jì)的實(shí)際情況,監(jiān)理制度還存在較多問題,這不僅給監(jiān)理單位開展工作帶來難度,更直接影響著安全監(jiān)理的最終結(jié)果。工程監(jiān)理單位依據(jù)法律、法規(guī)及相關(guān)的技術(shù)標(biāo)準(zhǔn)文件、以及各方工程承包合同,對(duì)工程施工質(zhì)量、工期和資金使用等方面,代表建設(shè)單位進(jìn)行實(shí)際監(jiān)督。同時(shí),對(duì)工程建設(shè)的安全生產(chǎn)也負(fù)有安全監(jiān)督管理的重要責(zé)任。本文從監(jiān)理單位在安全責(zé)任問題的實(shí)際出發(fā),分析了監(jiān)理安全責(zé)任,提高監(jiān)理安全風(fēng)險(xiǎn)意識(shí)。目前,安全生產(chǎn)責(zé)任的劃分一直存在較大爭(zhēng)議,法律法規(guī)對(duì)各方主體規(guī)定的安全生產(chǎn)責(zé)任也難以量化,如何清晰明了的劃分各方主體的安全生產(chǎn)責(zé)任是建筑領(lǐng)域亟待解決的問題,也是各責(zé)任主體應(yīng)必須弄清楚的問題。本文通過國(guó)內(nèi)外法律法規(guī)對(duì)比分析工程相關(guān)單位的安全責(zé)任,以促使監(jiān)理單位明確自身承擔(dān)的安全管理責(zé)任,提升安全風(fēng)險(xiǎn)意識(shí)。研究了監(jiān)理安全風(fēng)險(xiǎn)相關(guān)理論,在我國(guó)安全監(jiān)理風(fēng)險(xiǎn)管理研究方面并不深入、且工程應(yīng)用實(shí)踐較少情況下,論文通過引入風(fēng)險(xiǎn)管理相關(guān)理論,為監(jiān)理安全風(fēng)險(xiǎn)管理提供了理論依據(jù),并以實(shí)際案例全面總結(jié)安全監(jiān)理工作內(nèi)容,為監(jiān)理單位開展日常安全管理工作提供了參考。
[Abstract]:The supervision system in China after more than ten years of development, has become increasingly mature. The long-term implementation of supervision, the supervision for the safety production of construction projects in China has played a major role in promoting, but because of the imperfection of laws and regulations and the actual situation of China's market economy, the supervision system has many problems, this is not only to supervision units to carry out the work difficult, more directly affect the final result of safety supervision. The engineering supervision unit according to the laws, regulations and relevant technical standards and documents, the parties to the project contract, construction quality, construction period and the use of funds, the actual supervision on behalf of the construction unit. At the same time, the safety production of construction engineering is an important responsibility of safety supervision and management. This paper from the supervision unit starting in the actual security responsibility, analyzes the safety responsibility of supervision, improve the supervision. The whole risk consciousness. At present, the division of responsibility for production safety has been more controversial, laws and regulations on production safety responsibility main parties the provisions are difficult to quantify, the safe production responsibility how to clear division of the main parties is an urgent problem in the field of construction, also is the main responsibility should be clear. The problem of security responsibility analysis engineering related units through the comparison of domestic and foreign laws and regulations, in order to make clear the safety management responsibility of supervision units to take their own, to enhance the safety awareness of risk supervision. Research on safety risk theory, the research on risk management of safety supervision in our country is not thorough, and the engineering practice under the condition of less, by introducing the theory of risk management that provides a theoretical basis for the supervision of security risk management, and the actual case comprehensive summary of work safety supervision, supervision The unit provides reference for the daily safety management.
