【摘要】:隨著電力體制改革的不斷深入,發(fā)電企業(yè)之間的競(jìng)爭(zhēng)日益加劇。作為知識(shí)和技術(shù)的主要載體,員工是企業(yè)生產(chǎn)過(guò)程中唯一一種能動(dòng)的資源,這種資源通過(guò)有效的開(kāi)發(fā),可以給企業(yè)帶來(lái)直接和間接的效益。因而,發(fā)電企業(yè)的競(jìng)爭(zhēng)說(shuō)到底是人才的競(jìng)爭(zhēng),對(duì)人力資源的開(kāi)發(fā)也就成為發(fā)電企業(yè)可持續(xù)發(fā)展的增長(zhǎng)動(dòng)力。如何有效開(kāi)發(fā)發(fā)電企業(yè)人力資源,不斷提高企業(yè)內(nèi)人力資源整體水平,充分調(diào)動(dòng)人的生產(chǎn)、工作積極性,促進(jìn)企業(yè)的全面發(fā)展,成為每一個(gè)發(fā)電企業(yè)面臨的重要課題。只有結(jié)構(gòu)優(yōu)化,種類齊全的人才群體才能使企業(yè)在激烈的市場(chǎng)中立于不敗之地。 本文針對(duì)西柏坡電力在人力資源開(kāi)發(fā)中存在的問(wèn)題,特別是西柏坡電力培訓(xùn)項(xiàng)目管理的現(xiàn)狀及問(wèn)題進(jìn)行分析,運(yùn)用現(xiàn)代項(xiàng)目管理理論方法,研究構(gòu)建更加科學(xué)規(guī)范的培訓(xùn)項(xiàng)目管理體系,包括培訓(xùn)項(xiàng)目流程再造和培訓(xùn)項(xiàng)目效果評(píng)估。 首先進(jìn)行了西柏坡電力的培訓(xùn)項(xiàng)目管理現(xiàn)狀及存在問(wèn)題分析;其次從培訓(xùn)項(xiàng)目需求分析,,培訓(xùn)項(xiàng)目組織機(jī)構(gòu)、培訓(xùn)項(xiàng)目對(duì)象與內(nèi)容、培訓(xùn)項(xiàng)目課程設(shè)置、培訓(xùn)項(xiàng)目師資隊(duì)伍建設(shè)、培訓(xùn)項(xiàng)目方式和手段、培訓(xùn)項(xiàng)目設(shè)施使用與管理、培訓(xùn)項(xiàng)目信息系統(tǒng)建設(shè)、培訓(xùn)項(xiàng)目制度建設(shè)及培訓(xùn)項(xiàng)目轉(zhuǎn)化體系等方面進(jìn)行培訓(xùn)項(xiàng)目流程再造;再次構(gòu)建了基于可拓綜合評(píng)價(jià)模型的柯氏四級(jí)培訓(xùn)項(xiàng)目實(shí)施效果評(píng)價(jià)體系,并以西柏坡電力培訓(xùn)項(xiàng)目實(shí)時(shí)數(shù)據(jù)為例,對(duì)建立的綜合評(píng)價(jià)體系進(jìn)行了實(shí)證,驗(yàn)證了評(píng)價(jià)方法的可用性;最后對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析并對(duì)存在的不足給出進(jìn)一步建議。
[Abstract]:With the deepening of the power system, the power of competition between enterprises is increasing. As the main carrier of knowledge and technology, the staff is in the process of enterprise production only a dynamic resource, through the effective development of such resources, can bring direct and indirect benefits to the enterprise. Therefore, the competition of power generation enterprises in the final analysis is the talent the competition of human resources development has become the growth impetus of the sustainable development of power generation enterprises. How to effectively develop the power of enterprise human resources, and continuously improve the overall level of human resources in the enterprise, to fully mobilize the enthusiasm of production, and promote the comprehensive development of enterprises, has become an important issue for every power enterprise. Only structure optimization of the full range of talent, can make the enterprise in an invincible position in the fierce market.
In view of the existing in human resource development in Xibaipo Power problems, especially the current situation and problems of Xibaipo Power Training Project Management through the analysis of the application of modern project management theory and method, study on the construction of training project management system more scientific and standardized, including the effect of training programs and training process reengineering project evaluation.
First the status of project management training of Xibaipo Power and analysis of the existing problems; secondly from training needs analysis, training project organization, training object and content, set up training program, teachers training programs, training methods and means, training facilities use and management of construction project, training information system aspects project training system construction and training program transformation system for training project process reengineering; re construct the implementation effect evaluation system of Kirkpatrick's four level training project extension comprehensive evaluation model based on real time and in Xibaipo Power training data as an example, to establish comprehensive evaluation system for empirical validation, usability evaluation methods finally; the evaluation results are analyzed and further suggestions on the problem are existing.
