【摘要】：負(fù)荷率電價能夠促進(jìn)用戶和電力企業(yè)提高設(shè)備利用率。本文以負(fù)荷率電價改革為背景,通過對負(fù)荷率電價推行的必要性進(jìn)行分析,在對國外負(fù)荷率電價經(jīng)驗(yàn)總結(jié)的基礎(chǔ)上,提出要從促進(jìn)經(jīng)濟(jì)增長方式轉(zhuǎn)型的戰(zhàn)略高度認(rèn)識負(fù)荷率電價改革的意義,根據(jù)負(fù)荷率因素對用戶進(jìn)行科學(xué)分類,逐步增加電力系統(tǒng)固定成本在容量電費(fèi)中分?jǐn)偟谋壤冉ㄗh,為推進(jìn)我國負(fù)荷率電價的改革和負(fù)荷率電價體系制度的完善提供參考。
[Abstract]:Load rate price can promote users and power enterprises to improve the utilization of equipment. This paper analyzes the necessity of carrying out load rate electricity price based on the reform of load rate electricity price. On the basis of summing up the experience of foreign load rate electricity price, it is put forward that the significance of load rate electricity price reform should be recognized from the strategy of promoting the transformation of economic growth mode, and users are scientifically classified according to load rate factors. Some suggestions such as increasing the proportion of the fixed cost of power system in the capacity and electricity charge will provide a reference for the reform of the load rate electricity price and the perfection of the load rate electricity price system in our country.
