【摘要】：當(dāng)前我國電網(wǎng)建設(shè)正處于快速發(fā)展時(shí)期,如果發(fā)展的速度超過社會(huì)可接受的程度,就會(huì)產(chǎn)生各種各樣潛在的社會(huì)風(fēng)險(xiǎn)與社會(huì)沖突,從而影響電網(wǎng)建設(shè)項(xiàng)目的經(jīng)濟(jì)效益、生態(tài)效益及社會(huì)效益。全面社會(huì)責(zé)任管理是一種社會(huì)價(jià)值目標(biāo)綜合管理與評(píng)價(jià)模式,是對(duì)主流倡導(dǎo)的傳統(tǒng)股東利潤目標(biāo)(單純經(jīng)濟(jì)效益目標(biāo))管理與評(píng)價(jià)模式的根本變革。當(dāng)前多社會(huì)條件的電網(wǎng)建設(shè)環(huán)境下,運(yùn)用全面社會(huì)責(zé)任管理有利于及時(shí)發(fā)現(xiàn)與評(píng)估電網(wǎng)建設(shè)過程中潛在的社會(huì)綜合風(fēng)險(xiǎn),防患于未然,及時(shí)高效地將電網(wǎng)建設(shè)項(xiàng)目過程中潛在的社會(huì)綜合風(fēng)險(xiǎn)消除在萌芽之中,為實(shí)現(xiàn)電網(wǎng)建設(shè)項(xiàng)目又快又好的發(fā)展奠定可持續(xù)的發(fā)展基礎(chǔ)。
[Abstract]:At present, China's power grid construction is in a period of rapid development. If the development speed exceeds the acceptable level of the society, there will be various potential social risks and social conflicts, which will affect the economic, ecological and social benefits of the grid construction projects. The comprehensive social responsibility management is a social value goal comprehensive management and evaluation mode, which is a fundamental change to the traditional management and evaluation mode of the traditional shareholders' profit objective (pure economic efficiency goal). The power grid construction environment the current social conditions, the use of comprehensive management of social responsibility is conducive to timely detection and evaluation of potential social risks in the process of the construction of power grid, nip in the bud, timely and efficient comprehensive social risk potential of power grid construction projects in the process to eliminate in the bud, to lay the foundation for development of sustainable development for the realization of the power grid construction the project quickly and well.

【正文快照】： 電網(wǎng)建設(shè)項(xiàng)目的風(fēng)險(xiǎn)評(píng)估中,在技術(shù)評(píng)估與經(jīng)濟(jì)評(píng)估方面相對(duì)比較成熟,但是對(duì)電網(wǎng)建設(shè)項(xiàng)目進(jìn)行多社會(huì)約束目標(biāo)下的綜合性社會(huì)風(fēng)險(xiǎn)評(píng)估剛處于起步和摸索階段,由于其相對(duì)于技術(shù)評(píng)估與經(jīng)濟(jì)評(píng)估有更大的復(fù)雜性與不確定性社會(huì)影響力,所以盡早展開對(duì)電網(wǎng)建設(shè)項(xiàng)目的綜合性社會(huì)風(fēng)險(xiǎn)評(píng)估研，
