【摘要】：目的:探討建立多角度全方位的進(jìn)口化妝品監(jiān)管體系;方法:從涉及進(jìn)口化妝品監(jiān)管的眾多方面分析了化妝品監(jiān)管體系的現(xiàn)狀,比對(duì)了我國(guó)與歐美國(guó)家化妝品管理的特點(diǎn),并結(jié)合監(jiān)管中可能出現(xiàn)的問(wèn)題對(duì)體系建設(shè)提出了初步的建議;結(jié)果:為更好的規(guī)范化妝品企業(yè)的生產(chǎn)、經(jīng)營(yíng)行為,更有力的控制化妝品安全性建立進(jìn)口化妝品監(jiān)管體系;結(jié)論:在現(xiàn)行監(jiān)管體系的基礎(chǔ)上,加強(qiáng)法律法規(guī)和標(biāo)準(zhǔn)的建設(shè),整合監(jiān)管隊(duì)伍、節(jié)約監(jiān)管成本,建立監(jiān)管部門(mén)、檢測(cè)機(jī)構(gòu)、研究機(jī)構(gòu)、醫(yī)療機(jī)構(gòu)和行業(yè)協(xié)會(huì)協(xié)調(diào)運(yùn)作的集化妝品生產(chǎn)、流通監(jiān)管,風(fēng)險(xiǎn)監(jiān)測(cè)、預(yù)警、應(yīng)急、不良反應(yīng)處理,信息發(fā)布、社會(huì)監(jiān)督與宣傳等多角度全方位的化妝品監(jiān)管體系,以更好的適應(yīng)當(dāng)前的進(jìn)口化妝品市場(chǎng)形勢(shì),充分發(fā)揮監(jiān)管作用,保證化妝品安全。
[Abstract]:Objective: to establish a multi angle full range of imported cosmetics supervision system; methods: status quo analysis from the cosmetics regulatory system involves many aspects of supervision of imported cosmetics, compared the characteristics of cosmetics management in China and Western countries, combined with the possible problems in the supervision of the preliminary suggestions on system construction is proposed; results: production and operation enterprises to better regulate cosmetics, cosmetics safety control more powerful set of imported cosmetics supervision system; conclusion: Based on the current supervision system, strengthen the construction of laws and regulations and standards, the integration of supervision team, saving the cost of supervision, the establishment of the regulatory departments, testing agencies, research institutions, medical institutions and industry the association of coordination set of cosmetics production, circulation and management, risk monitoring, early warning, emergency treatment, adverse reactions, information dissemination, social A multi angle and all-round cosmetic supervision system should be supervised and publicizing, so as to better adapt to the current market situation of imported cosmetics and give full play to the role of supervision so as to ensure the safety of cosmetics.
