【摘要】：休閑農(nóng)業(yè)與鄉(xiāng)村旅游是以農(nóng)業(yè)旅游為依托,并具有一定產(chǎn)業(yè)功能和景觀特色的農(nóng)業(yè)。它是以農(nóng)業(yè)生產(chǎn)、農(nóng)業(yè)景觀資源和農(nóng)耕文化為基礎(chǔ),集農(nóng)業(yè)生產(chǎn)、旅游和休閑娛樂功能于一體的新型農(nóng)業(yè)產(chǎn)業(yè)形態(tài)。休閑農(nóng)業(yè)與鄉(xiāng)村旅游的發(fā)展不僅有利于我國農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,還有利于消化農(nóng)村剩余勞動力、提高農(nóng)業(yè)附加價值,增加農(nóng)民收入,促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展。因此,鼓勵全國各地發(fā)展休閑農(nóng)業(yè)與鄉(xiāng)村旅游,不僅對轉(zhuǎn)變農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)增長方式具有重要的意義,也是推動社會主義新農(nóng)村建設(shè)的強(qiáng)大動力。鳳臺縣位于淮河中游,地勢平坦開闊,氣候溫和,物產(chǎn)富饒,優(yōu)越的自然環(huán)境和區(qū)位因素,使得該地區(qū)的農(nóng)業(yè)生產(chǎn)具有得天獨(dú)厚的條件,農(nóng)業(yè)發(fā)展較為迅速,且該地區(qū)礦產(chǎn)與水利資源豐富,工業(yè)也較為發(fā)達(dá),經(jīng)濟(jì)基礎(chǔ)雄厚,城鄉(xiāng)居民收入快速增長。這些都為該地區(qū)休閑農(nóng)業(yè)與鄉(xiāng)村旅游的發(fā)展奠定了扎實(shí)的基礎(chǔ)。近年來,隨著我國社會主義新農(nóng)村建設(shè)項(xiàng)目的開展,全國休閑農(nóng)業(yè)與鄉(xiāng)村旅游也迎來了新的發(fā)展機(jī)遇,市場需求不斷增加,旅游場所日新月異,旅游收入再創(chuàng)新高。在這樣的背景下,鳳臺縣休閑農(nóng)業(yè)與鄉(xiāng)村旅游也得到了快速發(fā)展,初具規(guī)模。但就目前發(fā)展現(xiàn)狀而言,仍存在著一些問題,需要我們深入研究與思考。本文在運(yùn)用文獻(xiàn)法和實(shí)地調(diào)查法的基礎(chǔ)上,闡述了鳳臺縣發(fā)展休閑農(nóng)業(yè)與鄉(xiāng)村旅游的現(xiàn)有條件、產(chǎn)業(yè)基礎(chǔ)和發(fā)展模式,并就這些現(xiàn)狀,利用SWOT分析法對鳳臺縣休閑農(nóng)業(yè)旅游的優(yōu)勢、劣勢、機(jī)遇和挑戰(zhàn)進(jìn)行了系統(tǒng)的概括,認(rèn)為鳳臺縣在休閑農(nóng)業(yè)與鄉(xiāng)村旅游發(fā)展方面具有生態(tài)環(huán)境良好、農(nóng)地資源相對集中、農(nóng)業(yè)生產(chǎn)基礎(chǔ)扎實(shí)、旅游資源豐富、投資環(huán)境優(yōu)越的內(nèi)部優(yōu)勢條件；也存在著旅游發(fā)展基礎(chǔ)薄弱、基礎(chǔ)設(shè)施建設(shè)不足、休閑農(nóng)業(yè)專業(yè)人才缺乏等問題。面對政策、市場、農(nóng)業(yè)發(fā)展轉(zhuǎn)型等機(jī)遇和休閑農(nóng)業(yè)旅游市場上激烈的競爭以及該地區(qū)環(huán)境治理難度大等挑戰(zhàn),該如何發(fā)展鳳臺縣休閑農(nóng)業(yè)與鄉(xiāng)村旅游成為論文的重點(diǎn)。本文通過借鑒國內(nèi)外休閑農(nóng)業(yè)旅游發(fā)展的成功經(jīng)驗(yàn)和措施,最后,提出促進(jìn)鳳臺縣休閑農(nóng)業(yè)發(fā)展的對策建議：一是強(qiáng)化規(guī)劃,發(fā)揮優(yōu)勢；二是因地制宜,明確定位；三是政府引導(dǎo),提升水平；四是培育品牌,擴(kuò)大影響。
[Abstract]:Leisure agriculture and rural tourism are based on agricultural tourism and have certain industrial functions and landscape characteristics. It is a new form of agricultural industry based on agricultural production, agricultural landscape resources and farming culture, which integrates the functions of agricultural production, tourism and leisure and entertainment. The development of leisure agriculture and rural tourism is not only conducive to the adjustment of agricultural industrial structure in China, but also conducive to the digestion of rural surplus labor force, increasing the added value of agriculture, increasing farmers' income, and promoting regional economic development. Therefore, encouraging the development of leisure agriculture and rural tourism in all parts of the country is not only of great significance to the transformation of agriculture and rural economic growth mode, but also a powerful driving force to promote the construction of new socialist countryside. Fengtai County is located in the middle reaches of the Huaihe River, with a flat and open terrain, a mild climate, rich products, superior natural environment and geographical factors, which makes the agricultural production in this area have unique conditions, and agriculture develops relatively rapidly. And the region is rich in mineral and water resources, industry is also more developed, the economic base is strong, and the income of urban and rural residents is growing rapidly. These have laid a solid foundation for the development of leisure agriculture and rural tourism in this area. In recent years, with the development of the new socialist countryside construction project in China, the national leisure agriculture and rural tourism also ushered in a new development opportunity, the market demand is increasing, the tourist place is changing with each passing day, the tourism income has set a new high again. In this context, Fengtai County leisure agriculture and rural tourism has also been rapid development, beginning to take shape. However, there are still some problems for us to study and think about. Based on the methods of literature and field investigation, this paper expounds the existing conditions, industrial basis and development mode of developing leisure agriculture and rural tourism in Fengtai County. This paper summarizes the advantages, disadvantages, opportunities and challenges of leisure agricultural tourism in Fengtai County by using SWOT analysis method. It is concluded that Fengtai County has a good ecological environment and a relatively concentrated agricultural land resource in the development of leisure agriculture and rural tourism. There are many problems, such as solid foundation of agricultural production, abundant tourism resources, favorable internal advantages of investment environment, weak foundation of tourism development, inadequate infrastructure construction, lack of professionals in leisure agriculture, and so on. In the face of opportunities such as policy, market, transformation of agricultural development, fierce competition in the market of leisure agriculture and tourism, and the challenge of environmental management in this area, how to develop leisure agriculture and rural tourism in Fengtai County becomes the focus of the paper. This article draws lessons from the domestic and foreign leisure agriculture tourism development successful experience and the measure, finally, proposed the promotion Fengtai county leisure agriculture development countermeasure suggestion: first, strengthens the plan, exerts the superiority, second is according to the local situation, the definite position; Third, the government guide, raise the level; fourth, cultivate the brand, expand the influence.
