【摘要】：根據(jù)《天津市國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展“十二五”規(guī)劃綱要》，天津市政府加大對(duì)本市旅游資源的開發(fā)力度，要樹立天津市自己的旅游品牌，并規(guī)劃出未來五年本市旅游行業(yè)的發(fā)展目標(biāo)。把本市旅游業(yè)發(fā)展成為“渤海灣新星、華北地區(qū)休閑之都”的旅游新形象�，F(xiàn)今國(guó)民經(jīng)濟(jì)高速發(fā)展，，旅游業(yè)在其中的貢獻(xiàn)是不可小視的，所以我國(guó)黨中央政府部門也重視對(duì)旅游業(yè)的發(fā)展。天津市屬于沿海城市，有美麗的渤海灣，為了讓渤海灣給游客留下更深的印象，天津市城市旅游產(chǎn)業(yè)發(fā)展的重點(diǎn)就放在了天津的濱海新區(qū)，要全方位開發(fā)城市休閑、娛樂，還要大力開發(fā)完善海河風(fēng)景線和海上旅游項(xiàng)目。天津當(dāng)前主要吸引游客的旅游項(xiàng)目，都是以游覽、觀賞為主，主要包括：濱海航母主體公園、盤山風(fēng)景區(qū)等。但天津現(xiàn)在僅有在本市相對(duì)有影響力的樂園，缺少大型的擁有國(guó)際影響力的綜合性樂園。本文主要研究的FX項(xiàng)目，在天津?qū)儆诔笮偷穆糜谓ㄔO(shè)項(xiàng)目之一，該項(xiàng)目的建設(shè)正好符合天津市旅游項(xiàng)目開發(fā)規(guī)劃。 本文首先對(duì)當(dāng)前我國(guó)旅游行業(yè)和天津旅游行業(yè)的市場(chǎng)進(jìn)行調(diào)查分析，并對(duì)旅游市場(chǎng)未來發(fā)展情況和FX項(xiàng)目預(yù)計(jì)建設(shè)的規(guī)模進(jìn)行預(yù)測(cè)。其次分析了FX項(xiàng)目建設(shè)必須具備的條件及項(xiàng)目可行的依據(jù)，還從能源和環(huán)境兩個(gè)方面對(duì)其進(jìn)行評(píng)價(jià)。制定了FX項(xiàng)目的建設(shè)進(jìn)度計(jì)劃與經(jīng)營(yíng)計(jì)劃以及FX項(xiàng)目實(shí)施過程中的相關(guān)管理規(guī)定。然后對(duì)FX項(xiàng)目進(jìn)行投資估算和財(cái)務(wù)評(píng)價(jià)。也對(duì)FX項(xiàng)目資金籌措和投融資方案進(jìn)行說明。最后從FX項(xiàng)目對(duì)社會(huì)產(chǎn)生的影響效果，在社會(huì)的適應(yīng)性及項(xiàng)目在社會(huì)生存的風(fēng)險(xiǎn)及對(duì)策進(jìn)行分析。 FX項(xiàng)目建設(shè)符合國(guó)家和天津本地政策和經(jīng)濟(jì)、旅游的發(fā)展趨勢(shì)，能夠有效的促進(jìn)地方經(jīng)濟(jì)發(fā)展，填補(bǔ)了天津市旅游產(chǎn)業(yè)格局的空白。本文主要從FX項(xiàng)目建設(shè)的選址、財(cái)務(wù)、融資和社會(huì)影響四個(gè)方面進(jìn)行分析研究，并對(duì)天津現(xiàn)有的游樂場(chǎng)進(jìn)行了發(fā)展，這也是本文創(chuàng)新所在。本文不足之處主要在于對(duì)市場(chǎng)預(yù)測(cè)進(jìn)行判斷的數(shù)據(jù)、法規(guī)政策不完整，能調(diào)動(dòng)的人力有限，相關(guān)依據(jù)需要再進(jìn)一步改進(jìn)完善。
[Abstract]:According to the outline of the 12th Five-Year Plan for the National Economic and Social Development of Tianjin, the Tianjin Municipal Government has increased its efforts to develop tourism resources in this city, and it is necessary to establish its own tourism brand. And planning for the next five years of the city's tourism industry development goals. To develop the tourism industry into a new tourism image of "the new star of Bohai Bay, the leisure capital of North China". With the rapid development of the national economy, the contribution of tourism is not to be underestimated, so the Party Central Committee and government departments attach importance to the development of tourism. Tianjin is a coastal city with a beautiful Bohai Bay. In order to make the Bohai Bay leave a deeper impression on tourists, the focus of the development of Tianjin's urban tourism industry is on Tianjin's Binhai New area. It is necessary to develop urban leisure and entertainment in all directions. It is also necessary to vigorously develop and improve the Haihe scenery and marine tourism projects. At present, Tianjin's main tourist attraction projects are mainly sightseeing and viewing, mainly including: coastal aircraft carrier main park, Panshan scenic spot and so on. But Tianjin now has only relatively influential parks in the city and lacks large, comprehensive parks with international influence. The FX project, which is mainly studied in this paper, is one of the super large tourism construction projects in Tianjin, and the construction of this project is in line with the development plan of Tianjin tourism project. In this paper, the current tourism industry and Tianjin tourism market are investigated and analyzed, and the future development of the tourism market and the scale of FX project construction are forecasted. Secondly, it analyzes the necessary conditions of FX project construction and the feasible basis of the project, and evaluates it from two aspects of energy and environment. The construction schedule and operation plan of the FX project and the relevant management regulations in the implementation of the FX project are worked out. Then the FX project investment estimation and financial evaluation. Also to the FX project financing and investment and financing program to explain. Finally, the effects of FX project on society, the adaptability in society, the risk of project survival in society and the countermeasures are analyzed. The FX project construction accords with the national and Tianjin local policy and the economy, the tourism development tendency, can effectively promote the local economy development, has filled the Tianjin tourism industry pattern blank. This paper mainly analyzes and studies the location, finance, financing and social impact of FX project construction, and develops the existing playground in Tianjin, which is the innovation of this paper. The deficiency of this paper lies in the data of judging the market forecast, the laws and policies are incomplete, the manpower can be mobilized is limited, and the relevant basis needs to be further improved and improved.
