【摘要】：社區(qū)與旅游在空間上的緊密性,使社區(qū)在旅游發(fā)展過(guò)程中的多個(gè)層面都處于主體位置。許多旅游活動(dòng)的開展都要依托社區(qū)來(lái)進(jìn)行,社區(qū)居民在旅游發(fā)展過(guò)程中發(fā)揮了重要作用。由于各種因素的影響與限制,社區(qū)在參與旅游發(fā)展的過(guò)程中,與其他相關(guān)主體之間產(chǎn)生一定的沖突,合理、有效的解決這些沖突是保證社區(qū)參與旅游的平衡發(fā)展、和諧共處的基本條件。 本文基于對(duì)大量研究資料和研究成果的分析,總結(jié)、分析社區(qū)參與旅游發(fā)展過(guò)程中普遍出現(xiàn)的各類沖突,主要有環(huán)境保護(hù)方面、經(jīng)營(yíng)管理方面、利益分配方面和文化影響方面等。環(huán)境方面主要是旅游開發(fā)前期開發(fā)與保護(hù)的沖突、后期的環(huán)境治理沖突；管理方面的所有權(quán)、經(jīng)營(yíng)權(quán)、管理權(quán)之間的沖突,居民社區(qū)與旅游社區(qū)的沖突；利益方面的分配沖突、長(zhǎng)期與短期利益的沖突；文化方面的本地文化與外來(lái)文化的沖突、社區(qū)居民與旅游者生活方式的沖突等。并逐一對(duì)其進(jìn)行詳細(xì)分析,明晰這些沖突產(chǎn)生的原因。 同時(shí),針對(duì)不同的沖突類型完善相應(yīng)的治理機(jī)制,主要有社區(qū)參與的保障機(jī)制,以保障社區(qū)居民參與權(quán)為前提；通過(guò)網(wǎng)絡(luò)化的溝通機(jī)制,建立利益保障機(jī)制(包括分配、保障、監(jiān)督機(jī)制),保證社區(qū)參與各主體之間的利益平衡；建立環(huán)境監(jiān)控機(jī)制、景區(qū)——社區(qū)共管機(jī)制,使社區(qū)與景區(qū)同時(shí)參與到旅游目的地經(jīng)營(yíng)管理當(dāng)中,保證社區(qū)與景區(qū)之間相對(duì)平衡的發(fā)展關(guān)系,避免并解決社區(qū)參與過(guò)程中產(chǎn)生的各種沖突,促進(jìn)社區(qū)與旅游的共同發(fā)展。 最后,以少林景區(qū)為例進(jìn)行實(shí)證分析,通過(guò)實(shí)地調(diào)查、訪談,在分析少林景區(qū)周邊三大社區(qū)主體參與現(xiàn)狀的基礎(chǔ)上,總結(jié)概括出三大社區(qū)主體在參與過(guò)程中產(chǎn)生的沖突,并結(jié)合少林景區(qū)的實(shí)際情況制定治理機(jī)制,從實(shí)際角度完善理論層面的治理機(jī)制,為其他地區(qū)解決社區(qū)參與旅游發(fā)展的沖突提供參照依據(jù)。
[Abstract]:The closeness of community and tourism in space makes many levels of community in the process of tourism development in the main position. Many tourism activities have to rely on the community, community residents in the process of tourism development has played an important role. Due to the influence and limitation of various factors, there are certain conflicts between the community and other related subjects in the process of participating in tourism development. A reasonable and effective solution to these conflicts is to ensure the balanced development of community participation in tourism. The basic conditions for harmonious coexistence. Based on the analysis of a large number of research materials and research results, this paper summarizes and analyzes various kinds of conflicts commonly occurring in the process of community participation in tourism development, including environmental protection, management and management. Distribution of benefits and cultural influence, etc. The environmental aspect is mainly the conflict between the pre-development and protection of tourism development, the conflict of environmental governance in the later stage, the conflict between ownership, management and management rights of management, the conflict between resident community and tourism community, and the conflict of interest in distribution. The conflict between long-term and short-term interests, the conflict between local culture and foreign culture, the conflict between community residents and tourists' way of life, etc. And the detailed analysis one by one to clarify the causes of these conflicts. At the same time, we should perfect the corresponding governance mechanism for different conflict types, mainly have the safeguard mechanism of community participation, take the protection of community residents' right to participate as the premise, establish the benefit safeguard mechanism (including distribution, safeguard) through the network communication mechanism, To ensure the balance of interests among the main bodies of community participation; to establish an environmental monitoring mechanism and a co-management mechanism between scenic spots and communities, so that both communities and scenic spots can participate in the management of tourist destinations at the same time, To ensure a relatively balanced development relationship between the community and the scenic area, to avoid and solve various conflicts arising in the process of community participation, and to promote the common development of the community and tourism. Finally, take Shaolin scenic spot as an example to carry on the empirical analysis, through the field investigation, the interview, in the analysis Shaolin scenic spot peripheral three community main body participation present situation foundation, summarizes the three community main bodies in the participation process conflict, Combined with the actual situation of Shaolin Scenic area, the governance mechanism is formulated, and the governance mechanism at the theoretical level is perfected from the practical point of view, so as to provide a reference basis for other areas to resolve the conflict of community participation in tourism development.
