【摘要】：政府信息公開與否、公開到何種程度,領導及其領導力是一個不可忽視的要素。領導者在政府信息公開過程和很多環(huán)節(jié)具有決定性話語權。話語權既是政府信息公開自由裁量權的外化形式,又是自由裁量權的支撐。自由裁量權是政府信息公開中領導力的整體表征;理解力是一種軟權力,是政府信息公開中領導力的個體表征;控制力是一種硬權力,是政府信息公開中領導力的縱向層級間的表征;協同力是一種橫向的跨界領導力,是政府信息公開中領導力的橫向表征。
[Abstract]:Whether or not government information is open, to what extent, Leadership and its leadership are an important element that can not be ignored. Leaders have a decisive right to speak in the process of government information disclosure and in many links. The right to speak is an externalized form of the discretionary power of government information disclosure. Discretion is the overall representation of leadership in the publicity of government information, understanding is a soft power, it is an individual representation of leadership in the disclosure of government information, and control is a kind of hard power. Synergy is a kind of horizontal cross-border leadership, which is the horizontal representation of leadership in government information disclosure.
