【摘要】:正單位核心圈層是指在單位中處于核心地位,并能主導單位發(fā)展狀況和趨勢的人所組成的群體。就其人員構成而言,單位的核心圈層通常被認為是單位的領導班子,但現(xiàn)實中,并非所有的班子成員都處于核心圈層。核心圈層成員主要包括擁有重要話語權的班子成員、重要部門中層領導、業(yè)務技術骨干以及主要領導較為看重、具有較大發(fā)展?jié)摿Φ囊痪員工等。他們憑借自身的實力、威望或影響力,在涉及單位發(fā)展的諸多決策問題上具有發(fā)言
