【摘要】：本研究在鄰避項(xiàng)目決策與"風(fēng)險(xiǎn)-利益"感知理論基礎(chǔ)上,通過對(duì)鄰避項(xiàng)目決策的主體(地方政府)和客體(受影響民眾)的心理和行為進(jìn)行分析,構(gòu)建出基于兩方主體"風(fēng)險(xiǎn)-利益"感知差異的決策框架,隨后通過多案例比較實(shí)證分析了該框架。研究發(fā)現(xiàn),兩方主體在"風(fēng)險(xiǎn)-利益"感知差異上的不同水平,可能會(huì)導(dǎo)致鄰避項(xiàng)目決策分別進(jìn)入深度困境區(qū)、淺度困境區(qū)和困境逃選區(qū)。當(dāng)決策陷入深度困境區(qū)時(shí),可以通過有效的收益補(bǔ)償、風(fēng)險(xiǎn)溝通和開放式?jīng)Q策,降低兩方主體的"風(fēng)險(xiǎn)-利益"感知差異,實(shí)現(xiàn)項(xiàng)目決策從深度困境區(qū)向淺度困境區(qū)、困境逃選區(qū)的轉(zhuǎn)移,這為鄰避項(xiàng)目困境的破局提供了新的理論視角。
[Abstract]:Based on the theory of adjacent project decision and risk-benefit perception, this study analyzes the psychology and behavior of the subject (local government) and object (affected population) of adjacent project decision making. This paper constructs a decision-making framework based on the perceived differences of "risk and interest" between the two parties, and then analyzes the framework through a multi-case comparison. The study finds that the two parties have different levels of perceived differences in "risk and interest". It may lead to the decision of the adjacent project to enter the deep dilemma area, the shallow difficulty area and the difficult escape district, respectively. When the decision is in the deep difficulty area, it can be made through effective income compensation, risk communication and open decision. Reducing the perceived difference of "risk- benefit" between the two parties, and realizing the transfer of project decision-making from the deep dilemma to the shallow one, which provides a new theoretical perspective for the neighbor to avoid the project dilemma.
