近幾年,科研單位大型科研儀器設(shè)備的使用、管理與使用效益一直是科研單位管理研究的熱點(diǎn)問題。在設(shè)備經(jīng)費(fèi)預(yù)算范圍內(nèi),如何提高設(shè)備采購(gòu)性價(jià)比,如何最大化滿足科研需要的各項(xiàng)性能指標(biāo),需要每臺(tái)設(shè)備的購(gòu)置團(tuán)隊(duì)跟供應(yīng)商進(jìn)行一輪一輪的溝通、協(xié)調(diào)、談判。本文通過介紹國(guó)家重點(diǎn)實(shí)驗(yàn)室在進(jìn)口設(shè)備采購(gòu)及大型儀器管理方面的實(shí)踐經(jīng)驗(yàn),探索了科研單位大型科研進(jìn)口免稅設(shè)備的流程化管理,從政策、資金、技術(shù)等方面研究了保障和提高科研單位大型儀器的使用效益的制度與方法。
