【摘要】:科學(xué)技術(shù)是第一生產(chǎn)力,科技知識(shí)已成為一個(gè)國(guó)家最為重要的戰(zhàn)略資源�?萍假Y源的投入是一個(gè)國(guó)家創(chuàng)新能力的基礎(chǔ),從根本上決定了一國(guó)的創(chuàng)新水平�?萍既瞬抛鳛榭萍贾R(shí)的載體,是科技資源的核心,在推動(dòng)經(jīng)濟(jì)和社會(huì)發(fā)展方面起著關(guān)鍵的作用。吸引和集聚優(yōu)秀科技人才,滿足經(jīng)濟(jì)社會(huì)發(fā)展需求,已成為世界各國(guó)、各地區(qū)發(fā)展戰(zhàn)略的首要環(huán)節(jié)。激烈的人才競(jìng)爭(zhēng),使我國(guó)各省市面臨著嚴(yán)峻的挑戰(zhàn),要取得科技人才競(jìng)爭(zhēng)的主動(dòng)權(quán),就必須加強(qiáng)和改進(jìn)科技人才工作,進(jìn)一步形成引才、聚才和用才的政策優(yōu)勢(shì)和良好環(huán)境。因此,評(píng)價(jià)分析我國(guó)不同地區(qū)科技人才吸引力已成為當(dāng)前亟需研究的課題。 本文以人才吸引、人才流動(dòng)理論為基礎(chǔ),綜合運(yùn)用勞動(dòng)經(jīng)濟(jì)學(xué)、多元統(tǒng)計(jì)學(xué)、社會(huì)學(xué)等有關(guān)理論,構(gòu)建了我國(guó)不同地區(qū)科技人才吸引力評(píng)價(jià)指標(biāo)體系及測(cè)評(píng)模型,以沿海11省市為例,對(duì)其科技人才吸引力進(jìn)行了測(cè)評(píng)和比較研究,為各地改進(jìn)和提高科技人才工作質(zhì)量,吸引科技人才參與地區(qū)建設(shè),提供了參考依據(jù)。 本文在內(nèi)容上分為三大部分:第一部分,闡述了本文的選題背景和研究意義,并在大量研讀國(guó)內(nèi)外研究文獻(xiàn)的基礎(chǔ)上,總結(jié)梳理了前人的研究成果,界定了研究范疇和相關(guān)概念,為本文的研究打下堅(jiān)實(shí)的理論基礎(chǔ);第二部分,通過(guò)現(xiàn)狀分析,闡述了現(xiàn)階段我國(guó)科技人才資源現(xiàn)狀及流動(dòng)特點(diǎn);第三部分,文章在對(duì)相關(guān)理論理解的基礎(chǔ)上,借鑒前人研究成果,根據(jù)科學(xué)性、整體性、可操作性、時(shí)效性及以人為本等原則構(gòu)建了省級(jí)層面科技人才吸引力評(píng)價(jià)指標(biāo)體系。然后,根據(jù)數(shù)據(jù)可得性、指標(biāo)獨(dú)立性和精簡(jiǎn)化原則篩選構(gòu)建了不同地區(qū)科技人才吸引力測(cè)評(píng)指標(biāo)體系。以沿海11省市為例,結(jié)合灰色關(guān)聯(lián)分析法、熵值法、主成分分析法和層次分析法,與Kendall一致性檢驗(yàn)相結(jié)合,運(yùn)用聯(lián)合測(cè)評(píng)模型對(duì)11省市2007年至2009年的科技人才吸引力進(jìn)行了測(cè)度,保證了測(cè)評(píng)結(jié)果準(zhǔn)確性與科學(xué)性。最后,文章根據(jù)研究過(guò)程中發(fā)現(xiàn)的問(wèn)題和得到的結(jié)論,從科技人才載體、人才吸引制度、人才吸引基礎(chǔ)環(huán)境三方面提出了我國(guó)各地區(qū)優(yōu)化科技人才集聚環(huán)境,提高科技人才吸引力的政策建議。
[Abstract]:Science and technology is the primary productive force, and scientific and technological knowledge has become the most important strategic resource of a country. The investment of scientific and technological resources is the basis of a country's innovation ability, which fundamentally determines a country's innovation level. As the carrier of scientific and technological knowledge, scientific and technological talents are the core of scientific and technological resources and play a key role in promoting economic and social development. Attracting and gathering excellent scientific and technological talents to meet the needs of economic and social development has become the primary link of the development strategy of all countries and regions in the world. The fierce competition for talents makes all provinces and cities in our country face severe challenges. In order to obtain the initiative of competition for scientific and technological talents, we must strengthen and improve the work of scientific and technological talents, and further form the policy advantages and good environment of attracting, gathering and using talents. Therefore, the evaluation and analysis of the attractiveness of scientific and technological talents in different regions of China has become an urgent research topic. Based on the theory of talent attraction and talent flow, this paper constructs the evaluation index system and evaluation model of scientific and technological talents attraction in different regions of China by using labor economics, multivariate statistics, sociology and other related theories. Taking 11 coastal provinces and cities as examples, this paper evaluates and compares the attractiveness of scientific and technological talents, which provides a reference for improving and improving the working quality of scientific and technological talents and attracting scientific and technological talents to participate in regional construction. This paper is divided into three parts: the first part expounds the background and significance of this paper, and on the basis of studying a large number of domestic and foreign research literature, summarizes and combs the previous research results. The research category and related concepts are defined, which lays a solid theoretical foundation for the research of this paper. The second part, through the analysis of the present situation, expounds the present situation and flow characteristics of scientific and technological talent resources in our country. In the third part, on the basis of understanding the relevant theories and drawing lessons from the previous research results, according to the principles of science, integrity, maneuverability, timeliness and people-oriented, the paper constructs the evaluation index system of the attractiveness of scientific and technological talents at the provincial level. Then, according to the principles of data availability, index independence and simplification, the evaluation index system of the attractiveness of scientific and technological talents in different regions is constructed. Taking 11 coastal provinces and cities as examples, combined with grey relational analysis, entropy method, principal component analysis and analytic hierarchy process (AHP), combined with Kendall consistency test, The attraction of scientific and technological talents in 11 provinces and cities from 2007 to 2009 is measured by using the joint evaluation model, which ensures the accuracy and scientific nature of the evaluation results. Finally, according to the problems found in the research process and the conclusions obtained, this paper puts forward the optimization of the gathering environment of scientific and technological talents in various regions of our country from three aspects: the carrier of scientific and technological talents, the system of attracting talents and the basic environment of attracting talents. Policy recommendations to improve the attractiveness of scientific and technological talents.
