【摘要】：為有效防范科研經(jīng)費(fèi)腐敗風(fēng)險(xiǎn),存在四個(gè)有爭議的問題。1.科研項(xiàng)目能不能搞承包制?如果把承包制嵌入到傳統(tǒng)管理環(huán)節(jié)中來,將有助于提高科研效率。2.項(xiàng)目科研人員該不該獲得勞動(dòng)報(bào)酬?應(yīng)根據(jù)"等量勞動(dòng)獲取等量報(bào)酬"原則,差別對(duì)待。3.項(xiàng)目科研工作與經(jīng)費(fèi)使用該不該分開管理?科研管理部門可以通過檔案化管理,介入到經(jīng)費(fèi)使用合理性監(jiān)管中來。4.能否利用項(xiàng)目經(jīng)費(fèi)結(jié)余搞科研獎(jiǎng)勵(lì)機(jī)制?可以建立結(jié)余經(jīng)費(fèi)逆向激勵(lì)機(jī)制實(shí)施績效管理。
[Abstract]:In order to effectively prevent the risk of corruption of scientific research funds, there are four controversial issues. 1. Can scientific research project do contract system? If the contract system is embedded in the traditional management, it will help to improve the efficiency of scientific research. Should project researchers be paid for their work? Should be in accordance with the "equal amount of labor equal remuneration" principle, differential treatment. 3. Should the project scientific research work be managed separately from the use of funds? Scientific research management departments can through archival management, involved in the rational use of funds supervision. 4. 4. Can the project fund balance be used to establish a scientific research reward mechanism? May establish the balance fund reverse incentive mechanism to carry out the performance management.
