【摘要】：科研不端行為是一個(gè)由來(lái)已久的世界性難題,當(dāng)前國(guó)內(nèi)科學(xué)界正面臨一場(chǎng)嚴(yán)重的誠(chéng)信危機(jī)。誠(chéng)信視角下,反思國(guó)內(nèi)科研不端行為,既往防范科研不端行為的研究缺乏宏觀層面的、較為系統(tǒng)的成果。本論文介紹了科研誠(chéng)信的開(kāi)放系統(tǒng)模型,提出了誠(chéng)信視角下的科研不端行為綜合防范的戰(zhàn)略和機(jī)制,并全面考查了中國(guó)科研不端行為監(jiān)管機(jī)制,發(fā)現(xiàn)其中存在的問(wèn)題主要集中在：中國(guó)科研管理體制不完善、中國(guó)科研不端行為監(jiān)管的制度體系不完善等方面。提出了中國(guó)科研不端行為監(jiān)管機(jī)制進(jìn)一步優(yōu)化的制度性轉(zhuǎn)變策略,即以制度化為基礎(chǔ)的綜和防范策略。 面對(duì)科研不端行為的嚴(yán)峻挑戰(zhàn),只要我國(guó)一切從實(shí)際出發(fā),實(shí)行制度性轉(zhuǎn)變的策略,并切實(shí)采取措施,優(yōu)化中國(guó)科研不端行為的監(jiān)管體制,完善中國(guó)防范科研不端行為的制度體系,優(yōu)化中國(guó)科研不端行為監(jiān)管體系的運(yùn)行機(jī)制,中國(guó)就一定能夠早日實(shí)現(xiàn)有效控制科研不端行為,又普遍提升科研誠(chéng)信水平的最終目標(biāo)。
[Abstract]:Scientific misconduct is a worldwide problem with a long history. At present, the domestic scientific community is facing a serious credit crisis. From the perspective of honesty and credit, this paper reflects on the domestic scientific research misconduct, and the previous research on preventing scientific research misconduct lacks macroscopic and systematic results. This paper introduces the open system model of scientific research integrity, puts forward the strategy and mechanism of comprehensive prevention of scientific research misconduct from the perspective of good faith, and comprehensively examines the regulatory mechanism of scientific research misconduct in China. It is found that the existing problems are mainly in the following aspects: the scientific research management system is not perfect in China, and the regulatory system of scientific research misconduct in China is not perfect. This paper puts forward the institutional transformation strategy for the further optimization of the regulatory mechanism of scientific research misconduct in China, that is, the comprehensive and preventive strategy based on institutionalization. Faced with the severe challenge of scientific research misconduct, as long as we proceed from reality, implement the strategy of institutional transformation, and take practical measures to optimize the regulatory system of scientific research misconduct in China, By perfecting China's system of preventing scientific research misconduct and optimizing the operating mechanism of China's scientific research misconduct supervision system, China will be able to effectively control scientific research misconduct as soon as possible, and generally promote the ultimate goal of scientific research integrity.
