【摘要】：區(qū)域創(chuàng)新平臺的發(fā)展可以不斷完善產(chǎn)學(xué)政結(jié)合的科技創(chuàng)新體系，促進區(qū)域內(nèi)所有科技資源的高效集成和合理配置，通過構(gòu)建具有特色的區(qū)域創(chuàng)新平臺，能夠全面推進獨具中國特色的創(chuàng)新體系建設(shè)，大幅提高我國整體的創(chuàng)新能力。但是，目前我國區(qū)域創(chuàng)新平臺的發(fā)展還存在著科技資源多頭建設(shè)、分散重復(fù)、利用率低下、沒有發(fā)揮集合的整體創(chuàng)新優(yōu)勢等方面的問題。創(chuàng)新平臺還不是一個協(xié)同創(chuàng)新的系統(tǒng)，研究協(xié)同模式不僅能夠豐富平臺管理的管理思想，推動政府、企業(yè)、高校在區(qū)域創(chuàng)新活動中的作用；而且有利于提高區(qū)域的整體創(chuàng)新能力，將優(yōu)勢力量轉(zhuǎn)化為區(qū)域優(yōu)勢，促進不同地區(qū)間的交流和各種資源之間的合理配置，對區(qū)域創(chuàng)新平臺的良好發(fā)展具有重要的意義。 本文通過對國內(nèi)外創(chuàng)新平臺研究進行動態(tài)跟蹤，，指出研究的不足之處。闡述區(qū)域創(chuàng)新平臺的內(nèi)涵和特征，并且對區(qū)域創(chuàng)新平臺的結(jié)構(gòu)和功能進行系統(tǒng)分析，概括創(chuàng)新平臺的基本功能。結(jié)合協(xié)同理論，對區(qū)域創(chuàng)新平臺協(xié)同特征進行分析，提出區(qū)域創(chuàng)新平臺協(xié)同維度。本文從主體協(xié)同、地區(qū)協(xié)同、要素協(xié)同三個方面闡述區(qū)域創(chuàng)新平臺協(xié)同模式的設(shè)計思想，分別設(shè)計了三種不同維度的協(xié)同模式，以及協(xié)同模式的綜合應(yīng)用。基于專家打分法與層次分析法建立了區(qū)域創(chuàng)新平臺協(xié)同實施效果評價指標體系，并提出了相關(guān)策略。利用本文設(shè)計的評價方法，運用協(xié)同的思想，針對黑龍江省創(chuàng)新平臺協(xié)同模式與實施效果的具體情況進行實證分析，根據(jù)分析結(jié)果提出黑龍江省創(chuàng)新平臺協(xié)同發(fā)展的相關(guān)對策。旨在為我國區(qū)域創(chuàng)新平臺的發(fā)展提供一定的管理思路。
[Abstract]:The development of regional innovation platform can continuously improve the system of science and technology innovation, promote the efficient integration and rational allocation of all scientific and technological resources in the region, and build a unique regional innovation platform. Can comprehensively promote the unique Chinese characteristics of the innovation system construction, greatly improve the overall innovation capacity of our country. However, at present, the development of regional innovation platform in China still has many problems, such as multi-construction of scientific and technological resources, scattered and repeated, low utilization rate, and lack of bringing into full play the overall innovation advantages of the aggregate. The innovation platform is not a collaborative innovation system. The research of collaborative mode can not only enrich the management thought of platform management, but also promote the role of government, enterprises and universities in regional innovation activities. Moreover, it is helpful to improve the overall innovation ability of the region, to transform the superior force into the regional advantage, to promote the exchange between different regions and the rational allocation of various resources, which is of great significance to the good development of the regional innovation platform. This paper points out the deficiency of the research by tracking the domestic and foreign innovation platform research dynamically. This paper expounds the connotation and characteristics of the regional innovation platform, and systematically analyzes the structure and function of the regional innovation platform, and generalizes the basic functions of the regional innovation platform. Based on the theory of collaboration, the collaborative characteristics of regional innovation platform are analyzed, and the dimension of regional innovation platform collaboration is put forward. In this paper, the design idea of collaborative mode of regional innovation platform is expounded from three aspects: agent collaboration, regional collaboration and element collaboration, and three different dimensions of collaborative mode are designed, and the comprehensive application of collaborative mode is also discussed. Based on the expert scoring method and the Analytic hierarchy process (AHP), the evaluation index system of the collaborative implementation effect of the regional innovation platform is established, and the relevant strategies are put forward. By using the evaluation method designed in this paper and using the idea of collaboration, this paper makes an empirical analysis on the concrete situation of the cooperative mode and the implementation effect of the innovation platform in Heilongjiang Province, and puts forward the relevant countermeasures for the collaborative development of the innovation platform in Heilongjiang Province based on the analysis results. The aim is to provide some management ideas for the development of regional innovation platform in China.
