【摘要】：改革開(kāi)放三十年來(lái)，河南省經(jīng)濟(jì)獲得了長(zhǎng)足的發(fā)展，但河南的經(jīng)濟(jì)發(fā)展整體落后，河南省2010年人均GDP僅占全國(guó)人均GDP的80%。科學(xué)技術(shù)是第一生產(chǎn)力，而科技資源配置制約著科技的發(fā)展。本文對(duì)河南省科技資源優(yōu)化配置展開(kāi)研究，以期對(duì)加快中原經(jīng)濟(jì)區(qū)建設(shè)提供理論支持。 本文首先從科技資源配置的理論和實(shí)踐出發(fā)，對(duì)科技資源的定義進(jìn)行辨析，探討區(qū)域科技資源優(yōu)化配置問(wèn)題，形成了一套完整清晰地區(qū)域科技資源優(yōu)化配置研究的理論框架；其次，對(duì)河南省科技資源配置現(xiàn)狀進(jìn)行了全面分析，并在以上分析的基礎(chǔ)上，運(yùn)用SPSS對(duì)河南省18個(gè)主要城市進(jìn)行了比較詳細(xì)的因子分析，從初始選擇的8個(gè)科技指標(biāo)中找出三個(gè)公因子，并對(duì)這18個(gè)主要城市的科技資源配置效率進(jìn)行了評(píng)價(jià)；之后，從RD經(jīng)費(fèi)投入、科技人員投入、人均科技人員RD經(jīng)費(fèi)投入和技術(shù)進(jìn)口四個(gè)方面，運(yùn)用灰色關(guān)聯(lián)分析方法對(duì)河南省科技資源投入與經(jīng)濟(jì)增長(zhǎng)的關(guān)聯(lián)性進(jìn)行了實(shí)證分析；最后，本文針對(duì)河南省科技人力資源和科技財(cái)力資源分別提出若干優(yōu)化配置的對(duì)策建議，以期形成良好的科技資源配置機(jī)制，從而更好地促進(jìn)河南經(jīng)濟(jì)和社會(huì)的平穩(wěn)發(fā)展。 研究表明：因子分析法在評(píng)價(jià)區(qū)域科技資源配置效率上是有效的，且方法簡(jiǎn)單，，易于操作；河南省科技投入與其經(jīng)濟(jì)增長(zhǎng)之間存在密切聯(lián)系，高效的科技投入能夠很好地促進(jìn)河南省的經(jīng)濟(jì)增長(zhǎng)。然本文研究依賴于統(tǒng)計(jì)年鑒的數(shù)據(jù)，主要采用定量分析的方法，以后的學(xué)者可以考慮添加市場(chǎng)調(diào)研的數(shù)據(jù)，用定量與定性相結(jié)合的方法進(jìn)一步深入研究。
[Abstract]:Since the reform and opening up 30 years ago, Henan Province has made great progress in economy, but the overall economic development of Henan Province is backward. The per capita GDP of Henan Province in 2010 is only 80% of the per capita GDP of the whole country. Science and technology is the first productive force, and the allocation of scientific and technological resources restricts the development of science and technology. In this paper, the optimal allocation of scientific and technological resources in Henan Province is studied in order to provide theoretical support for speeding up the construction of Central Plains Economic Zone. Based on the theory and practice of science and technology resources allocation, this paper analyzes the definition of science and technology resources, probes into the problem of regional science and technology resources optimal allocation, and forms a complete and clear theoretical framework for the study of regional science and technology resources optimal allocation. Secondly, the present situation of scientific and technological resources allocation in Henan Province is comprehensively analyzed, and on the basis of the above analysis, a detailed factor analysis of 18 major cities in Henan Province is carried out by using SPSS. This paper finds out three common factors from the 8 scientific and technological indexes selected initially, and evaluates the efficiency of the allocation of science and technology resources in these 18 major cities. Then, from the input of RD funds, the input of science and technology personnel, This paper makes an empirical analysis of the correlation between the investment of scientific and technological resources and the economic growth in Henan Province by using the grey relational analysis method in four aspects of the per capita RD expenditure and technology import. This paper puts forward some countermeasures and suggestions for optimizing the allocation of human and financial resources of science and technology in Henan Province in order to form a good mechanism of allocation of scientific and technological resources and to promote the steady development of economy and society in Henan Province. The research shows that the factor analysis method is effective in evaluating the efficiency of regional scientific and technological resources allocation, and the method is simple and easy to operate, and there is a close relationship between the investment in science and technology and its economic growth in Henan Province. Efficient investment in science and technology can well promote economic growth in Henan Province. However, this paper studies the data which rely on the statistical yearbook, mainly adopts the quantitative analysis method, the later scholar may consider to add the market research data, uses the quantitative and qualitative method to further research.
