【摘要】：隨著國家以動(dòng)員科學(xué)技術(shù)資源拉動(dòng)國民經(jīng)濟(jì)增長戰(zhàn)略措施的確定,舊有體制以行政關(guān)系建構(gòu)起來的縱向的剛性結(jié)構(gòu)顯然已經(jīng)不適宜國家發(fā)展的現(xiàn)實(shí)需要。因此,如何解構(gòu)舊有體制的剛性結(jié)構(gòu),消解體制壁壘,在系統(tǒng)之間構(gòu)建具有橫向聯(lián)系的和更加富有彈性的體制結(jié)構(gòu),進(jìn)而建立起科技與經(jīng)濟(jì)的內(nèi)在聯(lián)系和科學(xué)技術(shù)促進(jìn)經(jīng)濟(jì)發(fā)展的有效機(jī)制,成為人們關(guān)注的焦點(diǎn)。在這個(gè)前提下,科技體制改革被提上日程。基于此,文章圍繞科技體制改革如何被提上日程這個(gè)主題,重點(diǎn)探討和分析了科技體制改革的歷史背景、科技體制改革的戰(zhàn)略選擇過程以及這一時(shí)期的改革政策與改革路徑。
[Abstract]:With the determination of strategic measures to mobilize scientific and technological resources to stimulate the growth of the national economy, the vertical rigid structure constructed by the old system based on administrative relations has obviously not been suitable for the practical needs of national development. Therefore, how to deconstruct the rigid structure of the old system, remove the institutional barriers, and build a horizontal and more flexible institutional structure between the systems, It has become the focus of attention to establish the internal relationship between science and technology and economy and the effective mechanism of science and technology to promote economic development. Under this premise, the reform of science and technology system is put on the agenda. Based on this, the article focuses on the topic of how to put the reform of science and technology system on the agenda, and discusses and analyzes the historical background of the reform of science and technology system, the strategic choice process of the reform of science and technology system, and the reform policy and reform path of this period.
