【摘要】：正中國經(jīng)濟已呈現(xiàn)出新常態(tài)。新常態(tài)意味著經(jīng)濟發(fā)展由高速轉(zhuǎn)向中高速,中央財政增量變成中低速。近年來中央財政收入逐年下降,中央財政科技經(jīng)費(民口)占全國RD的比例不到10%。在這種情況下,科學(xué)基金經(jīng)費難以持續(xù)維持兩位數(shù)的年度增長。從積極角度看,新常態(tài)下我國發(fā)展仍處于可以大有作為的重要戰(zhàn)略機遇期。中國經(jīng)濟要保持中高速增長,克服三期疊加的負面影響,實現(xiàn)全面建成小康社會的目標(biāo),就必須牢固樹立創(chuàng)新、協(xié)調(diào)、綠色、開
[Abstract]:China's economy has shown a new normal. The new normal means that the economic development changes from high speed to medium high speed, and the increment of central finance turns into medium and low speed. In recent years, the central financial revenue has declined year by year, and the proportion of scientific and technological funds in the national R D is less than 10%. In this case, it is difficult for the Science Fund to sustain double-digit annual growth. From a positive point of view, China's development under the new normal is still in an important strategic opportunity period. In order to maintain the medium and high speed growth of Chinese economy, overcome the negative influence of the three phases superposition, and realize the goal of building a well-off society in an all-round way, we must firmly establish innovation, coordination, green and open.
