中科院常州中心產(chǎn)學研協(xié)同創(chuàng)新對策研究

【摘要】:技術創(chuàng)新作為國家發(fā)展的重要推動力量,在世界范圍內(nèi)已經(jīng)成為各國綜合國力相互競爭的重要考慮因素。為進一步促進創(chuàng)新機制的發(fā)展,實現(xiàn)國家競爭力的突破性提升,對于我國從政府、企業(yè)以及高校等方面建立產(chǎn)學研協(xié)同創(chuàng)新機制的需求也就更加突出。經(jīng)過近年來的發(fā)展,我國產(chǎn)學研協(xié)同創(chuàng)新已經(jīng)有了一定的基礎,發(fā)展出了各種合作類型,如從合作主體的角度來看,有政府主導型產(chǎn)學研合作模式,高校主導型產(chǎn)學研合作模式以及企業(yè)主導型產(chǎn)學研合作模式;從合作內(nèi)容的不同來看,有基礎型研究、應用型研究以及合作開發(fā)型研究模式;從組織模式不同來看,有校企合作模式、專業(yè)建設指導委員會模式以及董事會合作模式等。本文首先在產(chǎn)學研協(xié)同創(chuàng)新相關理論概述的基礎上,以中科院常州中心產(chǎn)學研協(xié)同創(chuàng)新為例,對其發(fā)展現(xiàn)狀進行了分析。其次,在分析中科院常州中心產(chǎn)學研協(xié)同創(chuàng)新現(xiàn)狀的基礎上,指出了其創(chuàng)新發(fā)展過程中存在的幾點問題,包括與高校之間的互動及協(xié)同性有待提升,未充分調(diào)動企業(yè)對于產(chǎn)學研協(xié)同的積極性,產(chǎn)學研成果的承接機制不夠完善以及產(chǎn)學研合作的科技含量較低。最后,針對存在的問題,提出了中科院常州中心產(chǎn)學研協(xié)同創(chuàng)新對策,包括拓寬與高校之間產(chǎn)學研協(xié)同及互動范圍,如加強中科院常州中心與高校之間的市場導向意識,促進中科院常州中心與高校之間的聯(lián)盟建設;大力促進企業(yè)參與到產(chǎn)學研協(xié)同創(chuàng)新體系中,如規(guī)范產(chǎn)學研制度建設,為企業(yè)加強產(chǎn)學研協(xié)同創(chuàng)新專業(yè)人才的培養(yǎng);完善產(chǎn)學研成果的承接機制,如建立高效的知識轉(zhuǎn)移體系,建立完善的產(chǎn)學研服務平臺以及注重產(chǎn)學研協(xié)同創(chuàng)新的長遠發(fā)展,如加強科技成果的共享,加強知識產(chǎn)權(quán)及創(chuàng)新形式的歸屬管理等。
[Abstract]:Technological innovation, as an important driving force of national development, has become an important factor in the competition of national comprehensive national strength all over the world. In order to further promote the development of innovation mechanism and realize the breakthrough promotion of national competitiveness, the demand of establishing the cooperative innovation mechanism of industry, education and research from the government, enterprises and universities in China is even more prominent. After the development of recent years, there has been a certain foundation for the cooperative innovation of industry, university and research in our country, and various types of cooperation have been developed, for example, from the point of view of cooperative subject, there is a government-led mode of cooperation between industry, university and research. From the view of different contents of cooperation, there are basic research, applied research and cooperative development research. There are school-enterprise cooperation mode, professional construction steering committee model and board of directors cooperation model. In this paper, based on the overview of relevant theories, this paper analyzes the current situation of collaborative innovation in Changzhou Center of Chinese Academy of Sciences. Secondly, on the basis of analyzing the current situation of collaborative innovation between industry, university and research in Changzhou Center of Chinese Academy of Sciences, this paper points out some problems existing in the process of innovation and development, including the interaction with colleges and universities and the need to improve the synergy. The enterprises have not fully mobilized the enthusiasm of the cooperation of industry, education and research, the acceptance mechanism of the achievements of industry, education and research is not perfect, and the scientific and technological content of the cooperation of industry, education and research is low. Finally, aiming at the existing problems, the paper puts forward the countermeasures of innovation of the cooperation between production, learning and research in Changzhou Center of the Chinese Academy of Sciences, including broadening the scope of collaboration and interaction between the production, learning and research, such as strengthening the sense of market orientation between the Changzhou Center and the universities of the Chinese Academy of Sciences. Promoting the construction of alliance between Changzhou Center of Chinese Academy of Sciences and colleges and universities, promoting enterprises to participate in the cooperative innovation system of production, learning and research, such as standardizing the construction of the system of production, learning and research, and strengthening the cultivation of professional talents for collaborative innovation of production, learning and research for enterprises; Perfect the mechanism of undertaking the achievements of industry, college and research, such as establishing an efficient knowledge transfer system, establishing a perfect service platform of industry, learning and research, and paying attention to the long-term development of collaborative innovation of industry, learning and research, such as strengthening the sharing of scientific and technological achievements, Strengthen the ownership of intellectual property and innovative forms of management.
