【摘要】：在知識(shí)經(jīng)濟(jì)全球化的背景下，科技創(chuàng)新能力已經(jīng)成為國(guó)家經(jīng)濟(jì)發(fā)展的源泉和動(dòng)力，并逐漸成為決定國(guó)家前途和命運(yùn)的主導(dǎo)因素之一。只有提高自主創(chuàng)新能力，才有機(jī)會(huì)在國(guó)際科技競(jìng)爭(zhēng)中占據(jù)戰(zhàn)略制高點(diǎn)。國(guó)家科技創(chuàng)新體系是支撐其創(chuàng)新能力建設(shè)的重要力量，而科研機(jī)構(gòu)又是重要的科技創(chuàng)新體系主體。農(nóng)業(yè)科技創(chuàng)新則必然成為農(nóng)業(yè)經(jīng)濟(jì)快速發(fā)展的主導(dǎo)力量。 農(nóng)業(yè)科研機(jī)構(gòu)自主創(chuàng)新能力的強(qiáng)弱，直接關(guān)乎國(guó)家農(nóng)業(yè)科技進(jìn)步水平和現(xiàn)代農(nóng)業(yè)發(fā)展的方式，而農(nóng)業(yè)科技創(chuàng)新能力是一個(gè)由多種能力子系統(tǒng)組和而成的復(fù)雜系統(tǒng)。本文立足系統(tǒng)科學(xué)和管理科學(xué)理論，分析了農(nóng)業(yè)科技創(chuàng)新過(guò)程，確定了創(chuàng)新要素，構(gòu)建了適合農(nóng)業(yè)科研機(jī)構(gòu)的評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型。運(yùn)用系統(tǒng)分析的思路，充分靈活采用層析分析法、專(zhuān)家估測(cè)法、德?tīng)柗品ǖ龋瑒?chuàng)建了適合我國(guó)農(nóng)業(yè)科研機(jī)構(gòu)的“綜合指數(shù)評(píng)價(jià)法”。采用現(xiàn)代信息技術(shù)，研發(fā)了基于多源數(shù)據(jù)的農(nóng)業(yè)科技創(chuàng)新評(píng)價(jià)分析平臺(tái)，為決策者提供一個(gè)科學(xué)、便捷的軟件工具。最后利用該平臺(tái)將評(píng)價(jià)指標(biāo)體系應(yīng)用于國(guó)家級(jí)農(nóng)業(yè)科研機(jī)構(gòu)的評(píng)價(jià)，并根據(jù)評(píng)價(jià)結(jié)果將科研機(jī)構(gòu)劃分為科技創(chuàng)新型、科學(xué)創(chuàng)新型、技術(shù)創(chuàng)新型、基礎(chǔ)實(shí)力型等四種類(lèi)型，最后針對(duì)每種類(lèi)型提出了相應(yīng)的管理措施。 本論文在以下幾個(gè)方面進(jìn)行了創(chuàng)新性探索研究： 綜合分析了農(nóng)業(yè)科技創(chuàng)新的概念和內(nèi)涵。這是本文的理論基礎(chǔ)和邏輯起點(diǎn)，，將對(duì)有關(guān)科技創(chuàng)新、農(nóng)業(yè)科技創(chuàng)新、農(nóng)業(yè)科技創(chuàng)新要素以及農(nóng)業(yè)科技創(chuàng)新活動(dòng)進(jìn)行分析，從而為本文提供一個(gè)分析研究的基礎(chǔ)。 ①研究構(gòu)建了農(nóng)業(yè)科技創(chuàng)新能力評(píng)價(jià)指標(biāo)體系。基于指標(biāo)體系的設(shè)計(jì)原則和內(nèi)涵詮釋?zhuān)瑯?gòu)建了三級(jí)指標(biāo)，兼顧了指標(biāo)間定性和定量、過(guò)程與結(jié)果、靜態(tài)與動(dòng)態(tài)的關(guān)系，能夠靈活反映各農(nóng)業(yè)科研機(jī)構(gòu)的科技創(chuàng)新能力、成果產(chǎn)出績(jī)效、人才隊(duì)伍建設(shè)以及成果轉(zhuǎn)化效果。 ②研發(fā)了基于多源數(shù)據(jù)的農(nóng)業(yè)科技創(chuàng)新能力綜合評(píng)價(jià)平臺(tái)。結(jié)合目前農(nóng)業(yè)科研機(jī)構(gòu)知識(shí)資產(chǎn)組織、保存和管理的現(xiàn)狀，根據(jù)科研工作流程特點(diǎn)，聯(lián)系客觀(guān)實(shí)際提出了自頂而下和自底而上相結(jié)合的建設(shè)模式，研究開(kāi)發(fā)了農(nóng)業(yè)科技創(chuàng)新能力綜合評(píng)價(jià)平臺(tái)，主要包括：數(shù)據(jù)采集、指標(biāo)體系管理、權(quán)限管理、科研資源管理和綜合評(píng)價(jià)分析等功能。 ③研究創(chuàng)建了用于評(píng)價(jià)農(nóng)業(yè)科研機(jī)構(gòu)的“綜合評(píng)價(jià)法”�；诮⒌闹笜�(biāo)體系，依次實(shí)施數(shù)據(jù)采集—標(biāo)準(zhǔn)化處理—權(quán)重確定—建立模型—指數(shù)計(jì)算—比較分析等步驟，通過(guò)綜合評(píng)價(jià)和分類(lèi)排序能夠突出評(píng)價(jià)對(duì)象之間的可比性，為決策部門(mén)提供可靠的數(shù)據(jù)支持和技術(shù)手段，進(jìn)而提升科研管理的效率和質(zhì)量。
[Abstract]:In the background of the globalization of knowledge economy , the innovation ability of science and technology has become the source and motive force of national economic development , and gradually becomes one of the dominant factors that determine the future and destiny of the country . Only by improving the independent innovation ability will the national science and technology innovation system play an important role in the development of international science and technology . The national science and technology innovation system is the main force to support its innovation ability construction , and the scientific research institution is the main body of the important scientific and technological innovation system .

Based on the theory of system science and management science , this paper analyzes the process of agricultural science and technology innovation , analyzes the innovation process of agricultural science and technology , and establishes the evaluation index system and evaluation model suitable for agricultural scientific research institutions .
