科研項(xiàng)目同行評(píng)議中專(zhuān)家誠(chéng)信體系建設(shè)研究

【摘要】:“國(guó)家中長(zhǎng)期科技發(fā)展規(guī)劃綱要(2006-2020)”中指出:到2020年,中國(guó)科技進(jìn)步對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率要提高到60%左右,研發(fā)投入占GDP比重要提高到2.5%。隨著政府和社會(huì)對(duì)科技投入的不斷加大,科研項(xiàng)目資金越來(lái)越多,如何合理、公平地配置科研資源,評(píng)價(jià)科研成果,促使科研項(xiàng)目有重點(diǎn)地發(fā)展,更好地服務(wù)于創(chuàng)新型國(guó)家的建設(shè),同行評(píng)議成為保證科研質(zhì)量最為主要的方式之一。 同行評(píng)議專(zhuān)家的誠(chéng)信直接影響著科研項(xiàng)目評(píng)審的結(jié)果和質(zhì)量,現(xiàn)實(shí)社會(huì)中學(xué)風(fēng)浮躁和學(xué)術(shù)不端等不良行為的出現(xiàn),專(zhuān)家失信案件的曝光,學(xué)術(shù)界受到越來(lái)越多的質(zhì)疑,科研誠(chéng)信和學(xué)風(fēng)建設(shè)成為黨和國(guó)家、社會(huì)高度關(guān)注的話(huà)題。 論文定量分析與定性分析相結(jié)合,綜合運(yùn)用文獻(xiàn)研究、國(guó)際比較研究、訪(fǎng)談?wù){(diào)研和模擬實(shí)驗(yàn)方法對(duì)當(dāng)前我國(guó)科研項(xiàng)目同行評(píng)議中專(zhuān)家誠(chéng)信現(xiàn)狀進(jìn)行分析,深入探討專(zhuān)家誠(chéng)信體系的建立健全,并提出有針對(duì)性的專(zhuān)家誠(chéng)信體系建設(shè)的對(duì)策建議。 論文首先通過(guò)理論分析,確定影響專(zhuān)家誠(chéng)信的可能原因。其次,比較借鑒國(guó)外典型科研管理機(jī)構(gòu)同行評(píng)議的管理措施和辦法,進(jìn)而綜合分析了目前我國(guó)科研項(xiàng)目同行評(píng)議的現(xiàn)狀和專(zhuān)家誠(chéng)信的現(xiàn)狀。然后,結(jié)合教育部與天津市科研管理部門(mén)的訪(fǎng)談和天津市近年來(lái)同行評(píng)議數(shù)據(jù)的定量分析,并輔之以小范圍的實(shí)驗(yàn)?zāi)M對(duì)專(zhuān)家誠(chéng)信影響因素進(jìn)行深入分析。最后,建立我國(guó)科研項(xiàng)目同行評(píng)議專(zhuān)家誠(chéng)信體系,并針對(duì)科研機(jī)構(gòu)提出提升同行評(píng)議專(zhuān)家誠(chéng)信的對(duì)策建議。
[Abstract]:In the outline of the National Medium- and Long-Term Science and Technology Development Plan 2006-2020, it is pointed out that by 2020, the contribution rate of China's scientific and technological progress to economic growth will be increased to about 60 percent, and the proportion of R & D investment to GDP will increase to 2.5 percent. With the increasing investment of the government and society in science and technology, more and more funds for scientific research projects. How to allocate scientific research resources reasonably and fairly, evaluate scientific research results, and promote the development of scientific research projects, Peer review has become one of the most important ways to guarantee the quality of scientific research. The integrity of peer review experts has a direct impact on the results and quality of the evaluation of scientific research projects. In reality, the emergence of bad behaviors such as impetuosity and academic misconduct in the society, the exposure of cases of expert dishonesty, the academic circles are more and more questioned. The construction of scientific integrity and style of study has become a topic of great concern to the Party and the country and society. This paper combines quantitative analysis with qualitative analysis, and analyzes the present situation of experts' integrity in peer review of scientific research projects in China by comprehensive use of literature research, international comparative research, interview and simulation experiment methods. This paper probes into the establishment and perfection of the expert credit system, and puts forward some countermeasures and suggestions for the construction of the expert credit system. Firstly, through theoretical analysis, the paper determines the possible reasons that affect the integrity of experts. Secondly, the paper compares the management measures and methods of peer review of typical foreign scientific research management institutions, and then comprehensively analyzes the status quo of peer review of scientific research projects in China and the status of integrity of experts. Then, combined with the interview between the Ministry of Education and Tianjin Scientific Research Management Department and the quantitative analysis of the peer review data in Tianjin in recent years, the factors that affect the integrity of experts are deeply analyzed with a small scale of experimental simulation. Finally, the author establishes the system of peer review experts' integrity in our country's scientific research projects, and puts forward countermeasures and suggestions for scientific research institutions to promote peer review experts' integrity.
