【摘要】：科學(xué)的程序設(shè)計對科技計劃管理改革方案的順利實施極為重要,它保障改革沿著正確的道路進(jìn)行,有利于減少改革推進(jìn)的阻力,能激發(fā)科技創(chuàng)新的積極性和創(chuàng)新性,有效提高科技投入產(chǎn)出效率。但是當(dāng)前科技計劃管理改革實施程序設(shè)計存在一些客觀弊端和一些人為干擾,嚴(yán)重影響著改革方案的實施效果。優(yōu)化科技計劃管理改革實施程序設(shè)計,應(yīng)遵循科學(xué)化和人性化原則,采取科學(xué)的優(yōu)化設(shè)計方法,開展獨立的科學(xué)的實施程序設(shè)計;并應(yīng)用法律的規(guī)范效力和公眾的力量,嚴(yán)格程序落實的保障措施。
[Abstract]:Scientific programming is of great importance to the smooth implementation of the scientific and technological plan management reform scheme. It ensures that the reform is carried out along the right road, helps to reduce the resistance to reform and advance, and can stimulate the enthusiasm and innovation of scientific and technological innovation. Effectively improve the efficiency of input and output of science and technology. However, there are some objective drawbacks and some artificial interference in the design of the implementation procedure of the current scientific and technological plan management reform, which seriously affect the implementation effect of the reform scheme. In order to optimize the implementation procedure design of science and technology plan management reform, we should follow the principles of science and humanization, adopt scientific optimization design method, carry out independent scientific implementation procedure design, and apply the normative effect of law and public power. Strict procedures for the implementation of safeguards.
