【摘要】：在現(xiàn)代,科學、技術(shù)、管理己成現(xiàn)代社會鼎足而立的三大支柱,各國在十分注重“科技差距”的同時,也在逐漸關(guān)注“管理差距”。許多發(fā)達國家或先進地區(qū)都在積極探索科技管理的有效形式，發(fā)揮科學技術(shù)的最大效能。我國也在逐步加強科技管理研究。 時值國家中部崛起戰(zhàn)略和中原經(jīng)濟區(qū)建設(shè)大背景，面對挑戰(zhàn)和機遇，信陽市政府提出了勇當中原經(jīng)濟區(qū)建設(shè)前鋒，實施科技興市、工業(yè)強市戰(zhàn)略。此時研究信陽市政府科技管理具有十分重要的現(xiàn)實意義。 本文通過文獻研究、企業(yè)問卷調(diào)查、SWOT矩陣分析的方法，找出信陽市科技管理在科技政策強和人才資源潛力大方面的優(yōu)勢；在科技投融資水平低、創(chuàng)新體系薄弱、管理者素質(zhì)有待提高等方面的劣勢；以及中部崛起戰(zhàn)略、中原經(jīng)濟區(qū)建設(shè)的機遇和信陽、駐馬店、周口、商丘黃淮四市同質(zhì)化競爭的挑戰(zhàn)。在借鑒浦東、深圳、新鄉(xiāng)科技政策、投融資、科技創(chuàng)新、知識產(chǎn)權(quán)保護、創(chuàng)新平臺建設(shè)等方面的管理的經(jīng)驗后，對信陽市科技管理進行了框架設(shè)計，并在完善科技管理政策、優(yōu)化科技發(fā)展環(huán)境、整合社會管理資源、推動科技創(chuàng)新體系建設(shè)、加強科技決策咨詢與評價等方面提出了對策，以期更好地促進信陽市經(jīng)濟社會科學發(fā)展。
[Abstract]:In the modern society, science, technology and management have become the three pillars of modern society. Countries pay great attention to the "technology gap", but also gradually pay attention to the "management gap". Many developed countries or advanced regions are actively exploring the effective form of science and technology management and exert the maximum efficiency of science and technology. China is also gradually strengthening scientific and technological management research. Facing the challenge and opportunity, Xinyang city government put forward the strategy of developing city by science and technology and strengthening city by industry. At this time, the study of Xinyang municipal science and technology management has a very important practical significance. Based on literature research and SWOT matrix analysis, this paper finds out the advantages of science and technology management in Xinyang City in terms of strong science and technology policy and great potential of human resources, low level of investment and financing of science and technology, and weak innovation system. The quality of managers needs to be improved, as well as the strategy of the rise of central China, opportunities for the construction of the Central Plains Economic Zone and the challenges of homogenization competition in Xinyang, Zhumadian, Zhoukou and Shangqiu Huanghuai cities. After drawing lessons from the management experience of Pudong, Shenzhen and Xinxiang in the fields of science and technology policy, investment and financing, scientific and technological innovation, intellectual property protection, and construction of innovation platform, this paper designs a framework for scientific and technological management in Xinyang City, and perfects the scientific and technological management policy. In order to promote the economic and social development of Xinyang City, the author puts forward some countermeasures, such as optimizing the development environment of science and technology, integrating social management resources, promoting the construction of science and technology innovation system, and strengthening the consultation and evaluation of science and technology decision-making.
