【摘要】：科學(xué)技術(shù)作為經(jīng)濟(jì)社會(huì)發(fā)展的引擎已經(jīng)越來(lái)越受到關(guān)注�？萍颊呤钦畬�(duì)科技發(fā)展計(jì)劃調(diào)整的方針決策，是推動(dòng)科學(xué)發(fā)展的助推手。科技政策是國(guó)家科技的風(fēng)向標(biāo)，代表著科學(xué)技術(shù)的發(fā)展方向，如何保證科技在社會(huì)轉(zhuǎn)型時(shí)期能持續(xù)、健康地發(fā)展，是當(dāng)今科技政策要面對(duì)的問(wèn)題。我國(guó)科技政策執(zhí)行力研究起步較晚，國(guó)內(nèi)學(xué)者對(duì)科技政策執(zhí)行研究主要集中在政策的制定方面，而針對(duì)如何提升執(zhí)行效果和執(zhí)行能力建設(shè)方面的研究還不夠深入，尤其是對(duì)執(zhí)行機(jī)制中的問(wèn)責(zé)、監(jiān)督、評(píng)估機(jī)制和執(zhí)行資源方面的研究更是匱乏。 地方政府在地方政府科技政策執(zhí)行體系中扮演著重要角色，作為科技政策實(shí)施的基層執(zhí)行者，地方政府能夠最快捷、最清晰、最全面地了解政策的具體執(zhí)行情況，所以，對(duì)科技政策執(zhí)行效果必要性和重要性的探討顯得尤為關(guān)鍵。本文綜合運(yùn)用文獻(xiàn)分析法、系統(tǒng)分析法和學(xué)科滲透法等多種研究方法，，對(duì)地方政府科技政策執(zhí)行效果和困境進(jìn)行分析。全文共分為六個(gè)部分。 第一部分：引言。論述了本文的選題背景和選題意義、國(guó)內(nèi)外研究現(xiàn)狀、研究方法及基本思路。 第二部分：地方政府科技政策執(zhí)行效果界定及構(gòu)成要素。對(duì)地方政府科技政策執(zhí)行效果相關(guān)概念進(jìn)行界定，探討地方政府科技政策執(zhí)行體系的構(gòu)成要素。 第三部分：地方政府科技政策執(zhí)行困境表現(xiàn)形式及危害。從多個(gè)維度闡述地方政府在執(zhí)行過(guò)程中存在的問(wèn)題的表現(xiàn)形式和危害。 第四部分：地方政府科技政策執(zhí)行困境的成因及制約因素。從執(zhí)行困境的成因出發(fā)，深度分析地方政府科技政策執(zhí)行困境的制約因素和產(chǎn)生機(jī)制，從而為提升地方政府科技政策執(zhí)行效果提供現(xiàn)實(shí)依據(jù)。 第五部分：提升地方政府科技政策執(zhí)行效果的路徑分析。在對(duì)地方政府科技政策執(zhí)行困境分析的基礎(chǔ)上提出提升地方政府科技政策執(zhí)行效果的對(duì)策和建議。 第六部分：結(jié)論。對(duì)全文進(jìn)行一個(gè)系統(tǒng)的梳理和總結(jié)，并指出該課題今后研究的主要方向。
[Abstract]:Science and technology , as an engine of economic and social development , has become more and more concerned . Science and technology policy is the policy - making of government ' s adjustment to science and technology development plan . It is the promotion hand of science development . Science and technology policy is the direction of science and technology development .

Local government plays an important role in the implementation system of local government science and technology policy . As the grass - roots performer in the implementation of science and technology policy , local government can understand the concrete implementation of the policy most quickly , clearly and comprehensively . Therefore , it is especially key to the necessity and importance of the implementation of science and technology policy .

The first part : Introduction . This article discusses the background and the significance of the topic selection , the research situation , the research method and the basic idea at home and abroad .

The second part : the definition and constituent elements of the implementation effect of local government science and technology policy . The concept of the implementation effect of local government science and technology policy is defined , and the constituent elements of the implementation system of local government science and technology policy are discussed .

The third part : The manifestation and the harm of the local government ' s policy of science and technology . From several dimensions , the expression and the harm of the local government ' s problems in the implementation process are expounded .

The fourth part : the causes and the restricting factors of the implementation of the local government science and technology policy . From the cause of the difficulty , the author deeply analyzes the restriction factors and the generating mechanism of the implementation of local government science and technology policy , so as to provide the realistic basis for the improvement of the implementation effect of local government science and technology policy .

The fifth part : the path analysis of improving the implementation effect of local government science and technology policy . On the basis of analyzing the difficult analysis of local government science and technology policy , this paper puts forward the countermeasures and suggestions to improve the implementation effect of local government science and technology policy .

Part VI : Conclusion . A systematic review and summary of the full text is carried out , and the main directions of the future research of the subject are pointed out .
