【摘要】：當前我國正在大力推動創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,區(qū)域創(chuàng)新系統(tǒng)的產(chǎn)學研協(xié)同創(chuàng)新機制能否有效運行又決定著區(qū)域創(chuàng)新能力的高與低。隨著近年來市場經(jīng)濟體制改革的深化,特別是科技創(chuàng)新體制的改革,我國一些省市出現(xiàn)了一種集產(chǎn)學研協(xié)同創(chuàng)新為一體的新型研發(fā)機構(gòu),有效改變了傳統(tǒng)研發(fā)機構(gòu)存在的弊端,并促進了區(qū)域創(chuàng)新能力的提升。但調(diào)研發(fā)現(xiàn),有關(guān)理論研究與現(xiàn)實發(fā)展不相適應(yīng)、大大滯后,現(xiàn)實發(fā)展缺少理論指導。因此本文關(guān)注新型研發(fā)機構(gòu)及其運行機制問題,試圖結(jié)合國內(nèi)外發(fā)展經(jīng)驗,基于對廣東新型研發(fā)機構(gòu)運行發(fā)展現(xiàn)狀的觀察,對此開展較為深入系統(tǒng)的研究。本文通過對現(xiàn)有文獻和現(xiàn)實案例的考察,總結(jié)得出了新型研發(fā)機構(gòu)這一新生事物的定義和特點,并重點分析了新型研發(fā)機構(gòu)的運行機制。研究發(fā)現(xiàn),新型研發(fā)機構(gòu)本質(zhì)上是一種深化的產(chǎn)學研合作,其通過整合產(chǎn)學研各方創(chuàng)新資源并利用市場機制進行配置,既進行基礎(chǔ)研究,同時直接面向市場需求進行科技成果產(chǎn)業(yè)化,成為一個自主經(jīng)營、獨立核算的新型研發(fā)組織。新型研發(fā)機構(gòu)之所以新在于它具有多元化的投資主體、市場導向的研發(fā)模式和體制機制創(chuàng)新等新的特點,是將產(chǎn)學研協(xié)同創(chuàng)新機制內(nèi)部化的獨立法人組織。因此,新型研發(fā)機構(gòu)能夠比傳統(tǒng)研發(fā)機構(gòu)更貼近市場需求、更具有活力,能有效提高產(chǎn)學研協(xié)同創(chuàng)新效率,成為區(qū)域創(chuàng)新系統(tǒng)新的重要主體。
[Abstract]:At present, our country is vigorously promoting innovation-driven development strategy. With the deepening of market economy system reform in recent years, especially the reform of science and technology innovation system, whether the cooperative innovation mechanism of regional innovation system can operate effectively determines the high and low regional innovation ability. In some provinces and cities of China, a new type of R & D institution has emerged, which integrates production, education and research, which effectively changes the disadvantages of traditional R & D institutions and promotes the improvement of regional innovation ability. The theoretical research is not suitable for the development of reality, which lags behind greatly, and the actual development lacks theoretical guidance. Therefore, this paper focuses on the problems of new R & D institutions and their operation mechanism, and tries to combine the domestic and foreign development experience. Based on the observation of the current situation of the operation and development of the new R & D institutions in Guangdong, a more in-depth and systematic study is carried out. This paper summarizes the definition and characteristics of the new R & D institution, and focuses on the analysis of the operational mechanism of the new R & D institution. It is found that the new R & D institution is essentially a kind of deepening cooperation between industry, university and research. Through the integration of innovative resources and the allocation of market mechanism, it not only carries out basic research, but also directly faces the market demand for the industrialization of scientific and technological achievements, and becomes an autonomous management. New R & D organization with independent accounting. The new R & D institution is characterized by diversified investment body, market-oriented R & D model and innovation of system and mechanism. Therefore, the new R & D institutions can be more close to the market demand than the traditional R & D institutions, more dynamic, can effectively improve the efficiency of industry-university-research collaborative innovation. Become the new important subject of regional innovation system.
