【摘要】：財政性科研經(jīng)費的有效管理與使用是一國競爭力提升和創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略實現(xiàn)的重要保障。目前我國科研經(jīng)費管理體現(xiàn)出較強的剛性特征,因而產(chǎn)生了較多問題,如科研人員積極性不高、人力資本價值未能得到充分體現(xiàn)、科研經(jīng)費使用效率不高等。針對目前我國科研經(jīng)費管理的剛性特征及各種現(xiàn)實問題,提出了科研經(jīng)費柔性化管理理念,并構(gòu)建了我國財政性科研經(jīng)費柔性化管理概念模型,可為財政性科研經(jīng)費有效管理提供決策參考。
[Abstract]:The effective management and use of financial scientific research funds is an important guarantee for the improvement of the competitiveness of a country and the realization of the innovation - driven development strategy . At present , the management of scientific research funds in our country reflects the stronger rigid characteristics , so that there are many problems , such as the lack of enthusiasm of scientific research personnel , the failure of the human capital value and the high efficiency of scientific research funds . In the light of the rigid characteristics and the practical problems of the management of scientific research funds in China , this paper puts forward the concept of flexible management of scientific research funds , and constructs the conceptual model of flexible management of financial research funds in China , which can provide decision - making reference for the effective management of financial scientific research funds .
