【摘要】：政府購買教育服務(wù)是政府與社會組織簽訂契約,將所承擔的部分教育服務(wù)的生產(chǎn)職能讓渡給社會組織,不僅能有效實現(xiàn)政府的職能轉(zhuǎn)變,還能提升教育服務(wù)供給的績效。但在實踐中不斷推進政府購買教育服務(wù)的同時應(yīng)充分識別其存在的制度性風險以及購買主體風險、購買客體風險、服務(wù)對象風險、信息不對稱引致的契約風險等過程性風險,為此,應(yīng)完善政府購買教育服務(wù)的制度構(gòu)建,提升政府購買的能力和合同管理水平,積極促進教育服務(wù)社會組織的發(fā)展壯大,構(gòu)建政府購買教育服務(wù)的需求評估機制和績效評估機制。
[Abstract]:The purchase of educational services by the government is a contract signed between the government and the social organizations to transfer some of the productive functions of the educational services to the social organizations, which can not only effectively realize the transformation of the functions of the government, but also improve the performance of the supply of educational services. However, in practice, while promoting the government to purchase educational services, we should fully identify the institutional risks, purchase object risks, service object risks, contract risks caused by asymmetric information, and so on. Therefore, we should perfect the system construction of government purchasing educational services, improve the ability of government purchases and the level of contract management, and actively promote the development and growth of social organizations of educational services. To construct the demand evaluation mechanism and performance evaluation mechanism of government purchase of education services.
