【摘要】：根據(jù)PSR模型、系統(tǒng)動力學(xué)模型和情景仿真模擬,構(gòu)建了城市環(huán)境績效動態(tài)評估模型,定量表達(dá)了城市環(huán)境績效的現(xiàn)狀水平和動態(tài)發(fā)展趨勢。依據(jù)天津市發(fā)展特點和資源環(huán)境概況,首先基于PSR模型構(gòu)建了環(huán)境績效評估體系,并將其與系統(tǒng)動力學(xué)模型相耦合,通過情景分析模擬評估了慣性情景、優(yōu)化發(fā)展情景、低碳發(fā)展情景和綠色發(fā)展情景四種城市發(fā)展情景的環(huán)境績效水平。結(jié)果表明:天津市2009-2013年環(huán)境績效綜合指數(shù)(EPI)不斷上升,但始終處于"較低"等級。在四種情景發(fā)展趨勢上,低碳發(fā)展情景和綠色發(fā)展情景的EPI增幅較大,均于2020年提升至"較好"等級,其中綠色發(fā)展情景最優(yōu)(67.6);而優(yōu)化發(fā)展情景、慣性情景EPI增幅較小,2020年處于"一般"等級。可以看出,以中新生態(tài)城綠色發(fā)展為范式的天津可持續(xù)發(fā)展模式是高效實現(xiàn)"美麗天津"建設(shè)目標(biāo)的最優(yōu)路徑。
[Abstract]:According to the PSR model, system dynamics model and scenario simulation, the dynamic evaluation model of urban environmental performance is constructed, and the present level and dynamic development trend of urban environmental performance are quantitatively expressed. According to the development characteristics of Tianjin and the general situation of resources and environment, firstly, based on the PSR model, an environmental performance evaluation system is constructed, and coupled with the system dynamics model, the inertia scenario is evaluated by scenario analysis simulation, and the development scenario is optimized. The environmental performance level of four urban development scenarios: low carbon development scenario and green development scenario. The results show that the comprehensive index of environmental performance (EPI) of Tianjin is rising continuously in 2009-2013, but it is always in the lower grade. Among the four scenarios, the EPI of low carbon development scenario and green development scenario increased greatly, and they all increased to "better" level in 2020, among which the green development scenario was the best (67.6). And optimized development scenario, inertia scenario EPI increase is small, 2020 is in "average" grade. It can be seen that the sustainable development model of Tianjin, which takes the green development of Zhongxin ecological city as the paradigm, is the best way to achieve the goal of "beautiful Tianjin".
