【摘要】：臺灣少子化現(xiàn)象導(dǎo)致私立大學(xué)院校新生注冊率低,大學(xué)評鑒加劇部分私校經(jīng)費(fèi)困難,私立大學(xué)辦學(xué)品質(zhì)不斷下滑,臺灣教育部引進(jìn)退場制度以淘汰辦學(xué)績效不佳的學(xué)校。自退場制度實(shí)施以來,先后經(jīng)歷了三個(gè)階段:起始期確立了私立大學(xué)院校退場的法源基礎(chǔ);發(fā)展期發(fā)布了私立大學(xué)院校退場制度系列報(bào)告書;完善期出臺了私立大學(xué)院校退場相關(guān)配套政策。臺灣私立大學(xué)院校退場由教育部長指派督學(xué)召集組成的項(xiàng)目輔導(dǎo)小組以及私立高等教育咨詢委員會(huì)負(fù)責(zé)組織與實(shí)施,包括合并、轉(zhuǎn)制、停辦、解散四條退場路徑,并對學(xué)生、教職員工和校產(chǎn)之活化再利用做了明確的規(guī)定。臺灣私立大學(xué)院校退場標(biāo)準(zhǔn)爭議較大、退場制度安排動(dòng)力不足、政府在私立大學(xué)院校退場中定位不明,未來臺灣私立大學(xué)院校退場會(huì)朝著減少政府干預(yù)、退場與大學(xué)評鑒脫鉤,協(xié)助教師安置、高級人力流向產(chǎn)業(yè),探索退場誘因、引導(dǎo)私校主動(dòng)退場的方向發(fā)展。
[Abstract]:The phenomenon of minority children in Taiwan leads to the low registration rate of new students in private universities, the difficulty of university evaluation in some private schools, the declining quality of private universities, and the introduction of exit system by the Ministry of Education of Taiwan to eliminate the schools with poor school performance. Since the implementation of the exit system, it has gone through three stages: the beginning period has established the legal basis of the private university college exit system, the development period has issued a series of reports on the private university college exit system. Perfect period of the introduction of private universities and colleges to exit the relevant supporting policies. Taiwan's private universities and colleges withdraw from the venue, which is composed of a project guidance group appointed by the Minister of Education and appointed by the Minister of Education, and a private higher education advisory committee, which is responsible for organizing and implementing, including merging, transforming, suspending, disbanding four exit routes, and treating students. The reutilization of faculty and school property is clearly defined. The exit standard of Taiwan's private universities and colleges is controversial, the motivation for the withdrawal system is insufficient, and the government's position in the exit of private universities and colleges is not clear. In the future, the withdrawal of Taiwan's private universities and colleges will be directed towards reducing government intervention and decoupling from the evaluation of universities. Assist in teacher placement, senior manpower flow to industry, explore incentives to exit, guide private schools to take the initiative to leave the field.
