【摘要】：環(huán)境問題源于粗放的發(fā)展方式,需要以發(fā)展必綠色、綠色即發(fā)展的綠色發(fā)展理念推動經濟發(fā)展與生態(tài)環(huán)境保護相適應,滿足公眾對生態(tài)產品日益增長的訴求。"十三五"期閬,要準確把握、全面理解全面小康環(huán)境要求的內涵,以環(huán)境質量為核心呼應并解決老百姓身邊的生活環(huán)境質量問題。從綠色富國角度出發(fā),創(chuàng)新自然資本、自然資產、自然資源的生態(tài)價值確認與產權管理制度,增強綠色投資力度。以生態(tài)產品為主線全鏈條設計自然資源及其生態(tài)價值的監(jiān)測、評價、統(tǒng)計、考核、管理體系,完善負債表核算、離任審計、績效評估、損害賠償、承載能力監(jiān)測預警等制度。要以"兩山"辯證統(tǒng)一作為新的發(fā)展指揮棒,重構以監(jiān)察督政為主的環(huán)境治理基礎制度,加強責任追究,全面推進信息公開和社會共治,創(chuàng)新完善形成產權清晰、多元參與、激勵約束并重、系統(tǒng)完整的生態(tài)文明制度體系,依靠制度和法治加強生態(tài)環(huán)境保護。
[Abstract]:The environmental problem originates from the extensive development mode, which needs to promote the economic development to adapt to the ecological environment protection with the green development concept of development, and to meet the increasing demands of the public for ecological products. " In the 13th Five-Year Plan period, it is necessary to accurately grasp and fully understand the connotation of the requirements for an all-round well-off environment, and take the environmental quality as the core to echo and solve the problems of living environment quality around the common people. From the point of view of green rich countries, the ecological value recognition and property right management system of natural capital, natural assets and natural resources should be innovated, and green investment should be strengthened. The monitoring, evaluation, statistics, assessment, management system, balance sheet accounting, outgoing audit, performance evaluation, damage compensation, load carrying capacity monitoring and warning system of natural resources and its ecological value are designed with ecological products as the main line. We should take the dialectical unity of "two mountains" as the new development baton, reconstruct the basic system of environmental governance based on supervision and administration, strengthen accountability, comprehensively promote information disclosure and social co-governance, and innovate and improve the formation of clear property rights and pluralistic participation. The system of ecological civilization depends on system and rule of law to strengthen the protection of ecological environment.
