科研實體科研績效的評價及實證研究

【摘要】:[目的/意義]由于學(xué)科之間發(fā)文量、引用量的差異,同時注意到科研實體(如機構(gòu)、研究團隊或個人)的學(xué)術(shù)成果涉及多學(xué)科,針對科研評價體系設(shè)計一種標(biāo)準(zhǔn)化計算框架,消除由于不同學(xué)科的差異性帶來的科研績效不可比性,并且將科研實體屬于不同學(xué)科的學(xué)術(shù)成果有效地加以綜合表征。[方法/過程]從科研總量、科研質(zhì)量和前沿研究三個角度設(shè)計標(biāo)準(zhǔn)化指標(biāo),從而構(gòu)建了一套適用于不同科研實體的科研評價指標(biāo)體系,以四川大學(xué)為例,選取單個科研人員、研究團隊以及ESI學(xué)科三個不同層面的科研實體進行評價。[結(jié)果/結(jié)論]從實證分析中可以看到,該評價體系能將同一科研實體屬于不同學(xué)科的學(xué)術(shù)成果有效地加以綜合表征,不僅消除了科研實體之間由于學(xué)科差異造成的影響,并且可以推廣至個人、研究團隊以及機構(gòu)等不同層面的科研實體科研績效評價,同時也希望為其它科研評價體系的標(biāo)準(zhǔn)化處理提供一種思路和方法。
[Abstract]:[objective / significance] because of the differences in the number of papers and citations between disciplines, and noting that the academic results of scientific research entities (such as institutions, research teams or individuals) involve multiple disciplines, a standardized computing framework is designed for scientific research evaluation systems, It eliminates the incomparability of scientific research performance caused by the differences of different disciplines and effectively represents the academic achievements of scientific research entities belonging to different disciplines. [methods] the standardized indexes were designed from three angles of total scientific research amount, scientific research quality and frontier research, and a set of scientific research evaluation index system suitable for different scientific research entities was constructed. Taking Sichuan University as an example, a single scientific research personnel was selected. Research teams and research entities at three different levels of the ESI discipline were evaluated. [results / conclusions] it can be seen from the empirical analysis that the evaluation system can effectively represent the academic achievements of the same scientific research entity belonging to different disciplines, and not only eliminate the influence of the differences between scientific research entities, It can also be extended to the evaluation of scientific research performance of scientific research entities at different levels, such as individuals, research teams and institutions. At the same time, it also hopes to provide a way of thinking and method for the standardization of other scientific research evaluation systems.
