【摘要】：政府購買農(nóng)業(yè)技術(shù)推廣服務(wù)能有效滿足多樣化的農(nóng)戶需求,緩解農(nóng)業(yè)技術(shù)推廣財(cái)政資金不足問題,加強(qiáng)多方推廣主體之間的合作。但較之于其他公共服務(wù),政府購買農(nóng)業(yè)技術(shù)推廣服務(wù)的開展時(shí)間較短,各地的實(shí)踐和發(fā)展情況參差不齊,在開展購買過程中存在法律政策支撐不足、購買主體意愿不強(qiáng)、購買績效不佳等問題。應(yīng)從優(yōu)化法律政策環(huán)境、強(qiáng)化政府購買意識、平等購買身份、積極培育農(nóng)技推廣服務(wù)承接主體、加強(qiáng)監(jiān)督和評估等方面更好推動(dòng)政府購買農(nóng)業(yè)技術(shù)推廣服務(wù)。
[Abstract]:The purchase of agricultural extension services by the government can effectively meet the diverse needs of farmers, alleviate the problem of insufficient financial funds for agricultural technology extension, and strengthen the cooperation among various extension subjects. However, compared with other public services, the time for the government to purchase agricultural technology extension services is relatively short, the practice and development situation in various places are not uniform, there is insufficient legal policy support in the process of purchase, and the willingness of the buyers is not strong. Poor purchasing performance and other issues. We should optimize the environment of law and policy, strengthen the consciousness of government purchase, purchase identity equally, actively cultivate the main body of agricultural extension service, strengthen supervision and evaluation and so on, and better promote the government to purchase agricultural technology extension service.
